The Minister of health Viktor Shafransky, the basic Concept consists of the following areas: 1) financing of the health system as a key component, which ensures adequate performance of all other functions of the system, and includes: - implementation of an insurance model of funding for primary and secondary level and the establishment of a National insurer; - defining a guaranteed package of health care; - autonomy of medical institutions and the transition to contractual relations with health care providers. 2) quality medical care – with priority development of primary health care, optimize the network of institutions of primary and secondary level through the formation of hospital districts with multi-field hospital of intensive treatment, the establishment of effective routing and dispatching of emergency medical care, establishing a system of quality management of medical care. 3) availability of medicines – due to the introduction of the reference pricing and reimbursement; 4) protection of public health with emphasis on disease prevention, immunization, effective response to epidemic challenges the formation of a healthy lifestyle; 5) communication – the implementation of advanced information and communication security and monitoring of public opinion; 6) personnel – the establishment of a system of continuous professional development, professional involvement and the student government to education, adequate remuneration of health workers and effective incentives; 7) science – providing a scientific support of the national health system and the development of scientific research; 8) development of information and e-health E-health; 9) effective management system. It is expected that the implementation of the Concept will allow for the period until 2020: - to improve the performance of the health system as a whole (to increase life expectancy, reduce the mortality rate of the working age population, infant and maternal mortality, to reduce prehospital and in-hospital mortality to create the population a responsible attitude to their own health); - to improve the resource efficiency of the industry; - to raise the level of public satisfaction with medical care.
