Journalists in Ternopil region are invited to take part in all-Ukrainian competition

the all-Ukrainian competition of journalistic works on the subject of local government Reform and territorial organization of power," announces the Ministry of regional development, construction and housing and communal services of Ukraine with the support of the Council of Europe Programme "Decentralization and territorial consolidation in Ukraine". The competition is aimed to raise awareness of Ukrainian population about the benefits, achievements and possible reforms of local self-government and decentralization of power as well as best practices of local authorities and positive changes in communities that result from this reform, through publications, radio and television programming, placed in the regional media. By the way, among the first tangible results of the reform: growth of local budgets by 49% thanks to fiscal decentralization, voluntary Association of more than 800 communities (7% of the total) 172 self-sufficient territorial communities, support for reform 59% of the population of Ukraine). To participate in the Competition until September 30, 2016 accepted submissions in the following four categories: - ONLINE PUBLICATION; - ARTICLE (in print media); - Radio material; - VIDEO. A prize Fund. In each of the four categories there are three awards: And prize – 15000 UAH. Second prize – 10000 UAH. III prize – 7000 UAH. The competition also provides for the award of the authors of a number of work incentive differences and inviting the winners to participate in international event in the field of local self-government in one of the member countries of the Council of Europe. The ceremony of awarding the winners of the Competition will be held in the city of Kiev in the end of 2016. The accepted materials are placed first in the regional media of all types (broadcasters, print and online media) and forms of ownership (state, private, municipal) not earlier than 1 January 2016. Competition materials should address the following questions: • The purpose, objectives, content, expected results and benefits of reforms aimed at the development of local government and decentralization of power. • Voluntary Association of territorial communities. • Cooperation of local communities. • Attracting additional resources to achieve the objectives of the reform of local government, community development and improving the quality of public services. • Financial decentralization and resource support to local and regional development. • Best practices of local governments on the socio-economic development of territories, their compliance with European standards and global trends.
