Ukraine suspended the state regulation of prices for socially important food products
On the website of the Ministry of economic development and trade of Ukraine, with the purpose of public discussion, published the Draft resolution of the Cabinet of Ministers of Ukraine "On implementation of the pilot project on pricing of goods and services in the field of production and sales of food products". According to this project, starting from August 15, 2016, is repealed administrative regulation of prices for socially important food products. The experiment will last until November 15 this year.In particular, the pilot project applies to: limit levels of profitability and mark-UPS for baby food; limit the size of fees for services provided in the shopping centers, markets for the sale of food and nonfood products; the ultimate price levels, standards of profitability (in the amount not exceeding 20 percent) for the lease of commercial premises (areas) of commercial, technological and/or refrigeration equipment in shopping facilities, markets for the sale of food and nonfood products; the marginal trade (supply and sales) of allowances to the wholesale price of the manufacturer (customs value) for flour, bread, pasta, cereals, sugar, beef, pork and poultry meat, boiled sausages, milk, cheese, sour cream, butter, sunflower oil, chicken eggs not more than 15 percent without taking into account expenses for transportation in intercity the message. the marginal trade allowances at no more than 10 percent of the bid price of meat, implemented from the state reserve in accordance with the decree of the Cabinet of Ministers of Ukraine of April 9, 2005 ¹ 266 "On procedure of implementation of the meat from the state reserve"; limits the profitability of production of wheat flour of Supreme, first and second grade, rye flour, bread weighing more than 500 grams of wheat flour premium, first and second grades and their mixtures, rye flour and mixtures of wheat and rye flour simple recipe (flour, yeast, salt, water) without added sugar, fat, and other fillers, and bread and bakery products for diabetics; wholesale prices for wheat flour of Supreme, first and second grade, rye flour, buckwheat groats, beef, pork, poultry, sausage products boiled, cow's drinking milk (pasteurized, packaged in foil, cheese, sour cream, butter, eggs, sugar, oil sunflower, by declaring their change; marginal profitability levels of packaging (packaging) food products for which introduced state regulation of prices, excluding the cost of raw materials does not exceed 10%. Thus, for the duration of the pilot project of the Cabinet of Ministers of Ukraine of 25 December 1996 # 1548 "On establishment of powers of Executive authorities and Executive authorities of city councils regarding regulation of prices (tariffs)" and dated October 17, 2007, No. 1222 "On approving the Procedure of Declaration of changes of wholesale prices for food products" do not apply to the above goods and services. During the three month period, the State statistics service of Ukraine and regional state administrations to provide monitoring of the prices of certain goods and services, which will be observed from the results of the pilot project and will be taken note of the proposals concerning improvement of state regulation of prices for goods and services in the field of production and sales of food and nonfood products.
