The Carpathians: in the field held a training on program budgeting at the level of local budgets
28 September 2016 in the area in a sessional hall of regional Council meeting was held training on the implementation of program-target method of budgeting at the level of local budgets for the participation of employees of the Institute for budgetary and socio-economic research, management and specialists of the Department of Finance of the regional state administration. The meeting informed that one of the objectives of the implementation of budgetary policy in 2017 at the local level is the use of program-target method of budgeting with the aim of increasing the transparency and efficiency of use of financial resources. Paragraph 18 Final and transitional provisions of the Budget code of Ukraine established that the program-target method in the budget process at the level of local budgets, which have relations with the state budget, applies beginning with the drafting of local budgets for 2017. To ensure compliance with the above norms of the Budget code of Ukraine the employees of the Institute for budgetary and socio-economic studies conducted training for specialists of Finance directorates of oblast, the main managers of means of local budgets, relevant experts the consolidated territorial communities of the region. During the seminar the participants provided practical assistance on the implementation of the relevant preparatory and organizational work on the drafting of local budgets for 2017 in the format of program budgeting.
