Chernigov: City Council approved a Program of compensation for preferential transportation of separate categories of citizens in the city Elektro - and motor transport for 2017
Preferential transportation of passengers in accordance with the law, enjoy the rights provide carriers that carry passengers on routes of General use. According to the Budget code of Ukraine compensation for preferential travel of separate categories of citizens defined by the legislation, at the expense of subventions from the state budget to local budgets. However, as previously reported, the Law of Ukraine "On State budget of Ukraine for 2016" no expenses for reimbursement of funds for transportation of preferential categories of citizens on city passenger transport of General use. Article 91 of the Budget code of Ukraine provides for the expenses from the local budget for local programs of social protection of separate categories of the population and compensation for preferential travel of separate categories of citizens. The program determines the list of separate categories of passengers, the fare for which will be made compensatory redress in the public buses and electric transport , and also every Thursday to gardening arrays in spring and summer, road transport on urban routes for General use. In Chernihiv the number of beneficiaries is more than 88 thousand inhabitants of city 17 different categories. Program of bodies of Executive power or bodies of local self-government regarding the reimbursement of funds for transportation of preferential categories of citizens in the city of Chernigov to be completed before the end of 2016. So to continue providing free transportation disadvantaged population in 2017 developed a new Program in the absence of reimbursement for compensation payments for passenger transportation from the state budget. Financial support for the Program at the expense of means of city budget within costs approved the city budget for 2017 in the respective directions, namely: the electric vehicle – 30 thousand UAH and vehicle – 5200 UAH, in total - 35.2 thousand UAH. The main Manager of means is management of transport and communications Chernihiv city Council. The program is aimed at solution of problems of social protection of citizens who have a right to preferential passage in accordance with the current legislation, and ensure transportation to gardening arrays in spring and summer road. Additionally: At the expense of the city budget of the city of Chernihiv compensation of loss of income from the free transportation of separate categories of citizens on city routes for General use. The procedure of calculating the revenue loss to carriers for free use of municipal routes of public use of certain categories of citizens specifies the procedure for the adoption from business entities, which carry out transportation of citizens, the monthly calculation of the sums of compensatory payments for free travel on urban routes created and shared on the basis of reporting data on carriage of passengers by motor transport and electric transport. A report on the implementation of the Program responsible to provide the city Council at the end of the budget year.
