Chernigov: City Council approved the execution of the city budget for the 9 months of 2016
30 November at the meeting of the thirteenth session of the Chernihiv city Council of the seventh convocation members of the city Council approved a resolution "On execution of the city budget for the 9 months of 2016." For the first nine months of the year 2016 the total budget of the city of Chernihiv income increased by 48.3 % or UAH 525,5 million (reached level 1 612,2 million UAH), and increased the volume of own revenues (by 1.6 times or by 290,2 million UAH) and official transfers (39.7 %, or of $ 235.2 million) from the state and regional budgets. A dominant position in the resource security of the city Treasury continues to carry the tax to incomes of physical persons (46.9 per cent or 335,5 mln UAH). Positive dynamics is provided in the proceeds of local taxes (the growth rate of the corresponding period last year is 162.6 mln %), more than half of them (56,1 %) is land charges, of 39.7% flat tax. A significant source of filling the budget of the city is the excise tax on implementation entities retail excise goods, which for 9 months of 2016 received 75.2 million UAH. Using the right Chernihiv city Council as the local authority on the placement of temporarily free funds on Deposit accounts of banks in the first nine months of the current year managed to earn and replenish the revenue part of the budget of 37.9 million, which is 9.5 times higher than last year's income of the same period. Dynamics of growth of incomes of the budget of the city of Chernigov is due to the decentralization of power, deregulating the economy, increasing industrial production and raising the minimum wage, the increasing demands of the authorities of the city Council to recover the debt from past years to the budget, and increasing fees for use of municipal property by determining its fair value. General dynamics of growth of budget revenues allowed to objectively calculate ensure expenditure budget and the development of Chernigov. Fulfillment expenses for the 9 months of 2016 amounted to only 1.4 billion, which is 40,4 % more than in the corresponding period in 2015. The structure of expenditures of the General Fund of the city budget of the city of Chernigov, excluding subventions from state and regional budgets, in addition to educational and medical subsidies, is characterized by a significant share of financial resources directed to the protected article of 80.5 %, including the payment of salaries and accruals on it – 63,0 %, ensure the actual energy consumption and 9.9 % on food and medicines to 3.6 %. In 9 months of 2016, the fully funded statutory mandatory payments, including: vacation pay; an allowance for recovery in the granting of annual vacation, including teachers, doctors and nurses in medical prophylactic institutions; allowance for special working conditions of certain employees of municipal libraries. In 2016 the average size of salary of teachers increased compared to the same period in 2015 by 24.8 % and amounted to UAH 4 863. Average monthly wage of employees of medical institutions in 2016 amounted to: medical staff - 3 793 UAH, which is by 20.7 % more than in the corresponding period last year, average medical personnel – 2 847 UAH, respectively, more than 16.6 %. In Chernihiv devotes considerable attention to recovery and rehabilitation treatment of children. For this purpose during the reporting period allocated 2.9 million UAH, including: - on improvement of the 1 700 learners in school camps with day stay on the basis of secondary schools in the summer of 2016 aimed 0,9 million UAH of the General Fund of the city budget that is by 28.6 % more than in 2015; - Department of child health improvement of sanatorium type “Friendship” in Chernihiv city hospital ¹ 1 Chernihiv city Council – 1.5 million UAH and “Rehabilitation center public organization “Centre of medical social rehabilitation of disabled children “Revival” – 0, 5 million UAH. During the reporting period for the kitchens of preschool educational institutions of the city acquired technological equipment in the amount of UAH 2.0 million. In each school purchased 1 computer classes in the framework of the Program of computerization of educational institutions of Chernihiv in the 2016-2020 totaling 4.4 million UAH. Medicines preferential categories of the population in accordance with the current legislation aimed 1,8 million UAH, which is 50% more than for 9 months of 2015. In the city of Chernihiv in first year projects that were winners in 2015 in the framework of the Program of implementation of the public budget (budget) in the city of Chernihiv for 2016-2020. At the plenary session the deputies of the city Council approved the decision on the use of the reserve Fund of the city budget for the 9 months of 2016. Reserve Fund the city budget for 2016 is approved in the amount of 6.3 mln UAH. These funds are for the first 9 months of the current year were not used.
