During the transition period will be the addition Nacirema according to the following algorithm: * Applicants will submit an application the established sample on the introduction of drugs in Nacirema (in the period from January 1 to April 1); * The expert Committee shall examine the applications based on the methodology of evaluation of medical technologies (Health Technologies Assessment), taking into account not only clinical efficacy, but also the ability of the state to pay for them, that is, pharmacoeconomics the appropriateness of their inclusion in Nacirema; * The MINISTRY will negotiate on drug prices with manufacturers and to increase the budget for health care. After the end of the transitional period in 2019, will come into force on a unified national list of essential medicines that will be the basis for all procurement of medicines for public funds: * at the state and local levels; * for reimbursement of medicines (the reimbursement) on an outpatient basis; * to provide medicines for patient treatment. National list of essential medicines is a list of safe medications with proven effectiveness, access to which the state guarantees to all the patients free of cost through the efficient use of public funds. The formation of this document deals with the Expert Committee on the selection and use of essential medicines, a permanent Advisory body established by MOH.
