Vinnytsya region discussed the problems of functioning of the unified territorial communities (photo)
Seminar-workshop on the theme "peculiarities of activities of local councils of the United territorial communities" was held in regional state administration on January 24 under the chairmanship of Deputy Chairman – Director of the Department of education and science of the regional state administration Igor Ivasyuk. To participate in the meeting were invited Deputy heads of district state administrations, Deputy chairmen of district councils, chairmen, secretaries, heads of financial services of local councils, representatives of associations of local authorities from those areas where established and operated the United territorial community. Speakers – Directors of departments and heads of relevant services of the regional state administration. In his opening remarks Igor Ivasyuk said: "the Goal of decentralization and its element, the creation of the unified territorial community is the approximation of services to our citizens and improving their quality and accessibility." The Vice-Chairperson – the Director of the Department of education and science of the regional state administration to elaborate on the functioning of educational institutions in the United territorial communities and use of educational subvention. During the seminar were discussed following questions: - Formation and execution of budgets of the consolidated territorial communities; - Problematic issues of functioning of the health institutions in the context of decentralization; - The functioning of cultural institutions in the context of decentralization ; - Organization of physical and sports activities in the United territorial communities; - Support and development of the ability of the consolidated territorial communities. The head of the Vinnytsia separate division of the institution "Centre of development of local self-government" Oleg Levchenko, in particular, noted: "SNA our meeting aims to coordinate the actions of public authorities – those departments which are responsible for basic functions of life region with OTG, which is now, in fact, has powers of cities of regional importance and district. There is also a need to coordinate the activities of the authorities in the districts with the activities of the Executive committees of the United communities, which have become Autonomous. If it's gaining a new status which is equivalent to the status of cities of regional importance,still felt the fullness of its powers, and the districts do not always feel that they have new partners with new opportunities. United communities must feel themselves full-fledged players in the market of providing services for citizens". According to him, communities that have joined together and have positive changes, applied in the area of the desired rate, the process of further unification. It is therefore expected that the summer can join approximately 19 communities.
