In the Ternopil region grant competition of projects from the Finnish Fund for Local Cooperation

to support strong and active local (Ukrainian) public organizations the Finnish Fund for Local Cooperation (LCF) announces a call for proposals for grant financing (hereinafter – Contest).To participate in the Competition invited local non-governmental organizations (NGOs), as well as the possible participation of the scientific and research institutions, independent media and cultural institutions. In 2017, priority for funding are the following: - human rights and gender equality, particularly in relation to vulnerable groups (women, youth and children); - democracy and good governance, especially in relation to supporting the process of reforms in Ukraine, the rule of law and fight against corruption; - environmental protection, especially in relation to biological diversity. Proposal budgets should range from 10 to 50 thousand euros (in excess of 20 thousand Euro is required to conduct an independent audit). The prerequisites are the provision of co-financing by the applicant and the quality and compliance of the project proposal, the official development policy of Finland. Requirements to the project proposals attached. The competition will be held in two rounds. Competition for funding from the Finnish Fund for Local Cooperation General information: Finnish Fund for Local Cooperation (LCF) is a Fund managed by the Embassy of Finland in Ukraine. The Fund aims to support local (Ukrainian) non-governmental organizations (NGOs). In some cases, other organisations can submit their applications, academic and research institutions, independent media and cultural institutions. Each individual case must qualify as official development assistance (ODA) and to meet the official development policy of Finland The aim of the Fund is to maintain a strong and active community organization, an important component of a functioning democracy and an open society. The submission of the project application: Fund for Local Cooperation of the Embassy in 2017 is ˆ 100,000, the funds will be divided among the selected applicants (typically 3-5). Proposal budgets should not exceed 50 000 euros, but should not be less than EUR 10 000. Please note that each year we receive several times more applications than it can support. The competition is high. We therefore recommend that You read the instructions carefully and prepare Your proposal properly. Of particular importance to us is a clear definition of the purpose of the project proposal and expected results (impact). If the project budget exceeds EUR 20,000, the organization must conduct an independent audit. We recommend that You make the appropriate funds in the project budget. The Embassy supports projects with funding solely from the Fund. The proposed project must have the potential for real, measurable results. The proposed projects are generally for one year but must be completed no later than November 2018. Types of projects: In 2017, the priority themes for the LCF-funded projects in Ukraine are the following: - Human rights and gender equality, particularly in relation to vulnerable groups, women, youth and children. - Democracy and good governance, especially with regard to the support of the reform process in Ukraine, the rule of law and fight against corruption. - Environmental protection, especially with regard to biological diversity. If Your project does not meet the above priority themes You can apply, but we encourage You to be persuasive in the presentation of Your project. The following types of projects CAN be supported by the Fund for Local Cooperation of the Embassy of Finland: - the projects implemented by the government, ministries and local authorities; projects of political parties; - projects in which the beneficiary is one person, one family or business; projects focused solely on charity; - organization of one event associated with, for example, culture, charity or conference; - humanitarian assistance (the programme is being established by others) - The UN and other international organizations, international NGOs and Finnish NGOs. (These types of organizations submit their applications and receive funding from the Central office in Helsinki). Local (Ukrainian) partners and implementing agencies, however, may be elected; - personal grants for individuals; - loan programs; - acquisition of vehicles, land or real estate; projects whose primary purpose is to travel to Finland or other foreign countries. Selection criteria The Embassy of Finland stresses the importance of writing a good project application. Although all applicants need to submit only the filled questionnaire during the first round we recommend that You carefully prepare Your project proposal in case You pass the second round and You will be asked to submit a full project application with supporting documentation. Applicants must demonstrate professional competence to perform the work they intend to Finance the Fund. Professional competence must be reflected in the quality and clarity of the project proposal. The most important criterion for selection of project applications is consistent and the quality of the application. During the selection of project proposals, the Embassy tries to maintain a balance between the priority themes and geographic balance of activities within Ukraine. We also try to adhere to the balance between grant recipients. For example, if Your organization has received a grant from the Fund for one or two years ago, You have the right to submit a new application, but we can decide to give a chance to the new partner. One partner can receive funding for a maximum of two consecutive years. In another case we will be happy to cooperate with partners with whom we have good cooperation experience. Please read the following criteria for a successful writing project application: - the applicant is entitled to apply to the Fund; - the project qualifies as official development assistance (ODA) and designed directly for the purposes of the Fund; - the main goal of the project, activities and expected results are clearly defined; adequate indicators to measure results; - clear and realistic estimate of costs; - a clear definition of beneficiaries and their needs; - realistic analysis of risks: what can go wrong?; - the expected long-term results of the project are explained; - activities of the partner and the project should be long-term; - gender equality and other equality taken into consideration in the project. The Embassy will provide information regarding the screening process before the closing of the contest. Do not try to influence the process of selection of applications phone calls or requests for meetings. The results of the first round should be expected to March 10, 2017. The screening process is subject to force majeure circumstances, which may sometimes cause delays. Second round: Applicants who advance to the second round, must submit a full project application until the end of March 2017 (or later, as will be agreed) to the same email address: PYM.KIO@formin.fi. In the subject line, please indicate "LCF" and the name of Your organization. Project application and all additional documents must be written in English. With the chosen candidates we will be in touch separately to discuss project proposals before you can proceed to the signing of the contract. This is the moment when the organization may propose changes in schedule or other details to reduce the budget originally proposed (but not increase it) and other issues. Applicants who are not selected for the grant will be notified at this stage properly. Make sure Your contact information is correct so we can contact You. Additional information: The Embassy of Finland reserves the right to accept or reject the project proposals according to their preferences and changes in the situation in the country. The project Agreement between the Embassy of Finland and the organization must be signed by an authorized representative of the recipient organization of the grant. The signing will take place in Kiev, at the Embassy of Finland. The recipient of a grant from the Fund shall be responsible for carrying out the activities for which the grant was provided and at the proper financial activities. At the end of the project, the organization must provide the Embassy the full narrative and financial reports on project implementation according to the action plan and the Agreement. For projects that last only one year interim report is not expected. Project budget and grant amount in the Agreement are in euros. The recipient organization decides to obtain financing in Euro (as specified in the Agreement) or in the equivalent amount in local currency at the exchange rate of the Embassy at the time of payment. The Embassy will not compensate for the losses associated with the exchange rate of currencies. Grant, usually provided in two parts: at the initiation stage of the project after signing the Agreement, the second and last part – after the Embassy proper final statements. The Embassy reserves the right to verify or assess any of the projects funded at any time. The organization responsible for the project must provide all necessary documentation for validation / verification. All projects with a budget of ˆ 20 000 or more must conduct an independent audit, we recommend to include these funds in the budget. This was reported in the Ternopil regional state administration.
