In the budgetary institutions of Chernihiv expects energomontaza
26 January, the 15th session of the Chernihiv city Council adopted the "Program of energy efficiency in budgetary institutions M. Chernigov to 2017 – 2027 years", which is focused on complex solution of questions of improvement of thermal properties of protective structures, modernization of engineering networks and lighting systems of public buildings, to ensure efficient consumption of energy resources, reduction of expenses of the city budget to pay for them. The developer of the program is the economic development authority of the city of Chernihiv city Council. In Chernihiv there are 172 objects of budgetary sphere. This program included 100 establishments and institutions which are maintained out of the municipal budget (73 - education 9 - health 9 culture 7 - 2 administrative and sport clubs). The Program is expected to 11 years (average of 50 million UAH per year). The first year provides for the modernization of networks internal lighting in all establishments of budgetary sphere of the city (replacement of incandescent bulbs with LED lamps); replacement of Windows and doors for energy-efficient public sector institutions with poor technical condition of the building envelope and significant energy consumption per square meter of floor area; introduction of measures aimed at technical improvement of heating systems; the establishment of commercial accounting of energy consumption. In the second year of implementation of the programme will be the reconstruction of roofs with insulation in those institutions where there is individual heating units with weather-compensated regulation of the flow of the coolant. During the third year will continue the reconstruction of roofs of public sector institutions with their insulation. In the fourth year of implementation of the Program will be held the reconstruction of the roofs of the establishments with the device of individual heating units with weather-compensated regulation where they do not exist, with subsequent isolation and balancing of heating systems. For other years will be the completion of the complex of measures for energy efficient renovation. Every year a number of buildings will be comprehensively modernized (replacement of Windows and doors, insulation of facades of buildings and basements). According to preliminary calculations of the Department of economic development of the city, made with reference to inflation coefficients, all of these activities with energomaterialy is to be repaid in 18 and a half years. And on the 20th year they should give to the budget savings of 6.6 million. More detailed calculations of the following: The amount of funds necessary to Finance the activities of the Programme in current prices is 602,150 552 thousand UAH (18.4 million euros). According to the results of the Program implementation is expected to reduce consumption (in real terms) of thermal energy by 29.4%, natural gas 17% electrical energy by 27.6%. This will significantly reduce energy costs. Annual budget cuts to pay for energy consumed after implementation of all events - 30,1 million UAH (in current prices). Discounted savings - UAH 49.1 million, is the 11 year implementation of the Program. This ensures a positive value of accumulated cash flow over the planning period is 6.6 million.
