In Vinnytsia oblast the creation of hospital districts – a tool to prepare the transition from budget financing to insurance medicine (photo)

this was discussed during a press conference in the regional state administration with the participation of Deputy Minister of health of Ukraine Pavlo Kovtonyuk, devoted to the problematic issues of formation of hospital districts in Vinnytsia region. In press conference took part : the Chairman of the Vinnytsia regional state administration Valery Cow, V. a. the Chairman of regional Council Lyudmila shcherbakovskaya, and the Director of the health Department of the Vinnytsia regional state administration Lyudmila grabovich. Pavlo Kovtonyuk in his opening remarks said: "the Process of creating hospital districts provides for the streamlining of medical infrastructure in all regions of Ukraine. The Cabinet of Ministers of Ukraine and the Ministry of health monitor the methodology and technical criteria for the formation of the district and community to determine which health facilities and how much they require. The hospital district must have such limits and such a set of institutions that, in the future, on its basis it was possible to create an effective and modern medical network. The business of the state to ensure the provision of quality medical services and to pay for it." According to explanations of the Deputy Minister of health of Ukraine, work on the creation of hospital districts will continue until the end of 2017 and will be held in 3 stages: 1. the formation of the boundaries of the hospital district; 2. the establishment of hospital Board; 3. the development plan for the hospital district. Now comes the first stage of work, projects, S18 regions of Ukraine submitted for approval to the Central Executive authorities, after which they must approve the Government. In 2017 the local councils of each County (district, city, GSS) will need to create a common platform for decision-making and develop a common position concerning the future of the County – Hospital Council (Advisory body, whose decisions should be taken by the local authorities). It will include representatives of each city of oblast significance, district, and hospital district if it's in proportion to their populations. The hospital Board must develop a long-term development Plan of the hospital district, which will be formed for 5 years and will include annual interim indicators of achievement. The development plan created by the hospital Council, will be approved by the joint decision of local councils – members of the hospital district. Source of funding for a hospital district developed multi-year development plan of the hospital district may be: local budgets of territorial communities, private investment, sponsorship and donations, funds from international aid and other sources. Pavlo Kovtonyuk noted that it is very important for the local authorities in the work on of hospital districts to determine the path priority investments: the road to travel in the ambulance to priority health facilities and so on. In addition, the proposed regions to negotiate with carriers to create transport routes, the villages and towns dovozil people directly to hospitals. This will improve the availability of medical care during the transition period. "Good roads – no less important element of the medical infrastructure than in hospital",- said Pavlo Kovtonyuk. In turn the Chairman of regional state administration Valery Cow focused on the fact that the problem with the formation of hospital districts in Vinnytsia region arose due to the lack of awareness among the population, local authorities and the medical community: "Waiting for the adoption of the model provisions Gospi that would give reason to have a discussion about the hospital district, their number and boundaries. In a working group on the issue of hospital districts meeting which will be held with the participation of Deputy Minister of health of Ukraine Pavlo Kovtonyuk . The working group should develop and submit proposals". Also on February 3, an extraordinary session of the regional Council, which will be including discussion about the hospital district. Reference: Hospital district – the functional integration of health institutions located in the relevant territory, ensure the provision of secondary (specialized) medical aid to the population of the territory. Part of the hospital district shall include at least one multi-field hospital of intensive treatment in the first and/or second level health care facilities. The list of medical interventions with the provision of secondary (specialized) medical care will be approved by the MINISTRY of health, as well as the approximate time sheet of material and technical equipment of the hospitals. Multi-field hospital of intensive treatment of 1-level must serve at least 120 thousand people, the 2nd level - not less than 200 thousand people. Boundaries and composition of hospital districts should be determined in such a way that the residents living there had access to secondary (specialized) medical assistance under the hospital district. The administrative center of the district hospital is determined by the locality, usually a city with a population of over 40 thousand people, which houses a multi-field hospital of intensive treatment the second level. The service area of a district hospital is determined by the timeliness of transport to General hospitals, and intensive treatment should not exceed 60 minutes and can be equivalent to the radius of the service area of 60 km.
