Hennadiy Zubko: decentralization creates new investment in the quality of life of Zhytomyr
Zhytomyr region took the sixth place among 24 regions of Ukraine by indices of socio-economic development in 2016 and the first according to the creation of GSS. The components of this success is the active implementation of the reform of decentralization, devolution of authority, resources and capabilities in place, and infrastructure modernization at the expense of State regional development Fund and subventions from the state budget for GSS, as well as the active position and responsibility of local community leaders. So Vice Prime Minister – Minister of regional development, construction, housing and utilities Hennadiy Zubko said the results of the studies of the Committee of voters of Ukraine, who released the "Rating of activity of heads of regional state administration in 2016". He noted that the Zhytomyr region last year won the first place in Ukraine according to the creation of United territorial communities. "In 2016 formed in the region 22 of the United community, but generally, the number reached 32 GSS", - said Zubko. According to him, fiscal decentralization contributed to the growth of the regional budget of Zhytomyr and a half times – up to UAH 4.2 billion. "Delegation of authority in favor of GSS and new financial instruments increased revenues in the budgets of the United communities of the region seven times. Own revenues if it grew three times," - said Gennady Zubko. According to him, additional funds, including those received under the financial decentralization of projects DFRR are investing in a new quality of life of Zhytomyr city. — "For the first time in 20 years in the field launched a massive road construction, rehabilitation of schools, kindergartens, hospitals, culture houses, sports infrastructure, implementation of energy efficiency measures.
