Chernihiv city center of social services for family, children and youth annually involved more than 10 thousand wards - families and individuals who are in difficult life circumstances. It's about 1,000 people in one specialist centre. About it, informing all the work of the center, said its Director Lyudmila Mazur at a meeting in Chernihiv city Council. Chernihiv city center of social services for family, children and youth is implementing the state family policy, focusing mainly on the support of families who are in difficult life circumstances. According to the speaker, each 8-th family in Ukraine requires social support through certain circumstances in life caused by the increasingly difficult socio-economic situation of the family. Among the objectives of the Center Lyudmila Mazur had the following to say: - social support of families and persons in difficult life circumstances; - implementation of education and prevention activities; - creation and distribution of social advertising; - involvement in social work socially active young people and NGO representatives. In the Centre there are 5 specialized units: The social support of families Center for social assistance to the ATO participants and their families, the Advisory paragraph CMSSM in the hospital, social Service and preventive work, Centre for social support families and children living with HIV. For the purpose of conducting a comprehensive, in-depth work city SSDM keep records of families in difficult circumstances, the information comes from state institutions (services for children, Department for family Affairs and youth, medical and educational institutions, departments of labour and social protection of the population), non-governmental organizations, as well as personally from the citizens of the city. So, in 2015, on the account of the center consisted of 238 families, that brought up 390 children. In 2016, the account consists of 295 families, which brought 468 children. The problems of this category of citizens was studied during social inspections, implementation of needs assessments and considered at the City coordination Council on the issues of social support of families in difficult circumstances. The Council, in its decision recommends to take the family for social support or to provide set of social services (depending on the complexity of the problems and willingness of the family regarding the implementation of social support). In 2015, carried out 12 meetings of the coordinating Council, which examined the problems 121 of the family, in 2016 - 14 meetings, reviewed 133 cases. In 2015, under the support consisted of 101 families who had raised children 127. For 2016 social support covered by 119 families, raising 166 children. Further work continues on the development of family forms of upbringing. In 2015 designed 3 foster families arranged 5 orphans. In 2016, created 2 foster homes arranged in 2 orphans. Three families had undergone training for prospective adoptive parents at the Chernihiv regional center of social services for family, children and youth included in the data Bank of prospective adoptive parents. Now they are in the process of establishing foster families. In 2015, the social support was 14 foster families (20 children-orphans), in 2016 - to 14 families and 22 children. An important activity of the centre is to carry out work on prevention of violence in the family. In 2015, the centre received 173 reports on the issues of family violence and abuse with children, in 2016 - 68. Increased the number of samoobrony clients to center: 7 cases in 2015 and to 14 in 2016, respectively, which indicates a proper information campaign and the credibility of the experts. With the aim of preventing abandonment of newborns, prevention of social orphanhood in the Chernigov maternity hospital operates a Consulting center CMSSM. In close cooperation with health professionals center experts will promptly respond to messages and carry out individual work with women in childbirth, if necessary, establish contacts with relatives, collaborate with specialists from other areas of the region. In 2015, 7 women had the intention to abandon newborn children, of whom only two mothers of the inhabitant of Chernigov. As a result of the work of experts, 3 mom changed the intention and left the babies in the family. In 2016 the situation is similar on failures (7 failures, 2 of them Chernyi), but all the women refused to have children because of these reasons: 2 children had severe physical disabilities, 5 others thru irresponsible fatherhood. Chernihiv city center of social services for family, children and youth also provides social support to minors and young persons in correctional custody, are returned from places of imprisonment, or was sentenced to punishment without imprisonment. In 2015, recipients of services of the center were 342 persons sentenced to punishment not related to imprisonment, including 25 minors, in 2016 - 172 people, including 20 children. The decrease in the growth of crime among young people, according to the reporter, due to education and prevention work (implementation of the training program "Step", the dissemination of relevant social advertising, the broadcast of regional television transmission of "Conversation without the lecture). At the regional level were summarized the positive experience of the city centre with criminal-Executive inspection in relation to preventive and practical measures with young persons in conflict with the law. In 2016, the Specialized formation of the "Center of social assistance to the ATO participants and their families". For medical, psychological, vocational rehabilitation and social adaptation of participants of the antiterrorist operation in the past year specialists of the center provided social services to 921 families of participants ATO, which brought 822 children (in 2015 711 families with 625 children), 35 families (45 children) were under social accompaniment CMSSM. Conducted 36 group training for 481 participants of the ATO. Two specialists of the Center have been trained under the guidance of international coach Franklin Pusilla concerning the prevention and treatment of PTSD. In 2015, the services of Chernihiv city center of social services for family, children and youth were enrolled 209 families in which one or more members have a disability, in 2016 - 212 families with special needs. To ensure the rights of children and young people with special needs on development of creative abilities of children and young people in this category, conditions for their fulfillment, of overcoming an inferiority complex, increasing levels of self-esteem and self-esteem, creative growth and development, the organization of interesting and meaningful leisure time, in Chernihiv city center of social services for family, children and youth acting workshop. This form of group work, which unites on a voluntary basis to children and young people with functional limitations, as well as their parents. An important activity of the centre is the implementation of prevention education for the prevention of difficult life circumstances. In 2015, we made 612 group events for 11109 man in 2016 in line 630 events, 11834 face. CMSSM effective partners in helping families who are in difficult circumstances, is the 20 public organizations, which are attached to specific problem solving of families: the provision of humanitarian assistance, temporary shelter, registration of temporary registration. For the financial maintenance of the center and conducting activities every year from the city budget allocated appropriate funds: 2016 1, 047 million UAH, this year, funding increased by 9 % and amounted to 1,681 million. Among them: events center – 34 747 thousand UAH thousand UAH and 38, respectively. Other expenses go to salaries – 806,3 thous in 2016 and 1309,2 ths in 2017 (or 77% of the total allocation), utilities – 34,9 thousand UAH (3.4% of allocations) in the past year and 60.5 thousand UAH (3.6% of appropriation) in the current year, as well as, the purchase of goods – 20,27 th (2 % of appropriations) and 22,08 thousand UAH (1.3% of the appropriation), respectively. In the center always played an important role in internal and external social advertising, which is distributed among the various categories of the population, and it is also placed on the advertising of city streets in "Windows of social advertising" in educational and preschool institutions. In 2017 CMCSS will focus on implementing the following tasks: - to ensure the effective activity on social support of families and persons in difficult life circumstances; - to intensify work on the implementation of social support of families and persons in difficult life circumstances; - broaden the scope of educational activities with children, young people and their parents to create a positive image of the family; - to ensure the creation and dissemination of new kinds of social and promotional materials for prevention of violence in the family, formation of healthy lifestyle, development of family forms of upbringing.
