14 February, the Chairman of the Center for development of local governments in Ternopil oblast Viktor lytvynchuk met with representatives of the Special monitoring mission of OSCE in Ukraine. International observer, OSCE Miroslav Denko told about the main objectives and outlined the priorities in our region: "We are mandated to monitor the situation on the territory of their responsibility to collect facts and present them in reports. In particular, we are interested in the impact of the conflict in the East in all spheres of life, rights vnutren persons and participants of the ATO, community Association and interfaith relations". Special attention during the meeting focused on the voluntary Association of communities in the Ternopil region. "We were among the first to respond to the introduction of state reforms, but also introduced their own initiatives. Ternopil region has been and remains a leader in the creation of United territorial communities is now operating from us 36, covering a third of the territory of the region. We are pleased that in Ternopil region understand the necessity of planning areas as the philosophy of the further development of the country. Since the beginning of reforms it was still quite a little time, and what "decentralization in action" is already felt by the residents of our region. The numbers speak for themselves: for infrastructure development in 2016 communities of the region have implemented projects amounting to a cash consideration of 133,3 mln. Along with this has received and the ability to prioritize and direct these funds to address their most pressing needs. We also see the dynamics and the private income of the community budget: in 2015 - UAH 86.5 million; 2016 - 125.6 million UAH." - Viktor lytvynchuk. He also informed that the purpose of the Center of development of local governments in Ternopil region, is assistance to local governments and territorial communities on sustainable development of the region. The objectives of the Centre are coordination of work of territorial communities to attract international and other sources of technical resources, conducting outreach among communities of the region and providing methodological support in the implementation of projects and programmes local authorities of the region – the members of the Association and representatives of the territorial communities of the region. Background: Despite the Russian Federation's breach of its obligations to guarantee territorial integrity and sovereignty of Ukraine, its military invasion on the territory of our state and the escalation of tension in Ukraine and around it in connection with the aggressive actions of the Russian side, March 21, 2014, the results of long negotiations of the participating States of the OSCE made a decision about the direction in Ukraine Special monitoring mission to Ukraine (OSCE SMM). According to the decision, the SMM collects information and informs States parties on the security situation in the area of responsibility establishes and informs about the facts of incidents, including violations of the basic principles and commitments of the OSCE is monitoring the situation on observance of human rights and fundamental freedoms, promotes dialogue to reduce tensions and normalize the situation. With the aim of creating adequate conditions for the work of the SMM in Ukraine on 14 April 2014 in Vienna was signed the Memorandum of understanding between the Government of Ukraine and the Organization for security and cooperation in Europe (OSCE) on the placement of special monitoring mission of the OSCE. The Verkhovna Rada of Ukraine voted for the draft law on ratification of the Memorandum may 29, 2014, which entered into force on 13 June 2014. After the signing of the Minsk Protocol of 5 September 2014 and the Minsk Memorandum of 19 September 2014 he started an important stage of SMM in assisting in the implementation of the provisions of these documents. SMM is also allotted a leading role in monitoring the implementation of the Complex activities associated with the implementation of the Minsk agreements reached during the meeting of the Presidents of Ukraine, Germany, France and Russia on February 12, 2015 The main objective of functioning of the SMM in this regard is the monitoring of the observance of the cease-fire, withdrawal of heavy weapons and the establishment of a permanent monitoring section of the Ukrainian-Russian state border not controlled by the Government of Ukraine and the withdrawal from Ukrainian territory of all foreign armed formations, military equipment and mercenaries, including disarmament of all illegal groups. The SMM's mandate covers the entire territory of Ukraine, including the Autonomous Republic of Crimea and Sevastopol. The mission prepares daily reports on developments in Ukraine, which are distributed through the Secretariat of the OSCE among the participating States of the OSCE.
