15 February 2017 held staff training management bodies of the regional subsystem of the unified state system of civil protection in accordance with the Plan of main activities of civil protection region for 2017, approved by the order of Chairman of regional state administration 1 February 2017 no. 66 on the theme “Actions of management bodies of the regional subsystem of the unified state system of civil protection in terms of flood, and passes, ice and flooding”. The purpose of the training: improving the skills of the governing bodies of the regional territorial subsystem of the unified state system of civil protection in difficult conditions of high water, skip the ice and flooding, verification of readiness of forces and means, working out of necessary documents. To participate in the training involved: The Department of civil protection of the regional state administration; heads of regional specialized services of civil protection, representatives of enterprises, institutions and organizations, members of civil protection. Main tasks staff training: 1. To improve the skills of the management bodies of civil protection in the defense of population and territories in the period of spring high water, skip the ice and flooding. 2. To work out issues of cooperation with the management bodies of civil protection of the region forces regional subsystem of the unified state system of civil protection during flood events. 3. To clarify and develop formalized documents in the organization of anti-flood measures and a pass break-up. The issues on which to focus in preparing to work in the spring flood period, and passes, ice and flooding: 1. Refined calculations of forces and means for prevention and liquidation of consequences of flooding in zones of possible flooding. 2. The list of identified settlements within the area of possible flooding in the basins of the rivers Dniester and southern bug. 3. The list of objects of material resources, which are in use of specialized services of civil protection and enter the zone of possible flooding. 4. Exhaust draft decisions of heads of regional specialized services of civil protection under the circumstances, with the necessary calculations, and other background documents. 5. According to the results of staff training, changes in the response plans of the authorities of the forces and means of the specialized services of civil protection of the region. According to the results of staff training held a hearing officers regional specialized services of civil protection: 1. The Deputy chief of Vinnytsia regional center of Hydrometeorology has demonstrated a real hydrometeorological situation in the region and projected information to the participants of the training; 2. The representative of Vinnitsa regional management of water resources proved the predictable situation in the region in the period of spring high water, skip the ice and floods and their possible consequences. 3. The list of identified settlements within the area of possible flooding in the basins of the rivers Dniester and southern bug. Specialists of the Department of civil protection, heads of the specialized services of civil protection and officials developed proposals to the draft decision of the Chairman of regional state administration concerning the carrying out priority measures for the prevention and elimination of possible negative effects of flooding, ice and flooding.
