Ternopil region is attached to the project "Gender budgeting in Ukraine"

the Chairman of the regional state administration Stepan Barna on February 21 met with representatives of the project "Gender budgeting in Ukraine". As reported by the national expert of the project of Marina Shapoval, gender budgeting is recognized worldwide as an effective tool to achieve gender equality, which contributes to the efficiency of use of budgetary funds. "GO combines the two processes not related to each other: gender equality and public financial management. On the one hand, measures to ensure gender equality mainly referred to the protection of human rights. On the other hand, public financial management is often perceived as a purely technical process of allocation of financial resources, including through the budget. Gender budgeting integrates these processes and certifies the fact that the principles of gender equality can and should be included in the budget process. Thus, the budget is tailored to the needs of all users: men and women, boys and girls. Gender-oriented budgets are the budgets that correspond to the real needs of society. The essence and stages of the gender-oriented budgeting, Ukrainian and international experience of the implementation, the status of gender equality in Ukraine in General we will study in Ternopil during a two-day workshop on 21-22 February. By the way, the Ternopil region is one of six areas that in 2017 joined," said Marina Shapoval. "We are very pleased that the Ternopil region became a participant of the project. As is known, currently more than 90 countries are implementing various gender budget initiatives, involving civil society, governments and international organizations. The experience of these countries shows that gender budgeting helps to improve the quality of services for the population, the transfer of budget expenditures for a specific user, increasing the pace of economic development, effective utilization of existing resources. But for us it is very important", - said Stepan Barna. Reference: the Project "Gender budgeting in Ukraine" (the Project) financed by the Swedish international development Agency (Sida) and implemented by the consortium of three consulting companies: Indevelop, CPM and NRAS. Planned Project activities with OB – 5 years (November 2013 – December 2018). The aim of the project is to increase economic efficiency and transparency of budget allocations taking into account the different needs of women and men by implementing gender-oriented budgeting (OB) in Ukraine. The ultimate goal OB – strengthening of fiscal policies by introducing gender and social aspects as an analytical category, which directly contributes to the reform of public Finance management in Ukraine. The project is aimed at enhancing the capacity of the Ministry of Finance, selected line ministries and regional and municipal administrations to guide the work with OB and for deepening understanding and interest in the introduction of OB at all levels of government. Provides the following end results of the project implementation: • Pilot line ministries implement OB in the budget process at the state level; • Introduction OB in the budget process at the regional level; • The Ministry of Finance implements OB at the state and regional levels; • Relevant stakeholders take an active part in the process OB and support it.
