In Lutsk on the account in service for children is 154 children-orphans and children deprived of parental care
During the meeting of the Executive Committee head of service for children Theodore Shulgan informed about his structural divisions to ensure the realization of rights and legitimate interests of orphans and children deprived of parental care. He noted that as of 01 January 2017 the primary registration of children-orphans and children deprived of parental care, the service for children was 154 children-orphans and children deprived of parental care (49 orphans and 105 children deprived of parental care). The children in this category works: - under guardianship - 123 (110 families, guardians/Trustees); - in foster care - 5; - in children's homes of family type - 10; - the state institutions - 15; - family relatives - 1. The total number of children placed under guardianship/curatorship: 110 - living in Lutsk, 11 - resides in the territory of other districts of the region, 2 in other areas. In addition, the service for children maintains records of 40 children-orphans and children deprived of parental care who are in the primary account in other areas and regions, and live in families of guardians/Trustees in Lutsk (28 arrived from other districts of the region, 9 - from other regions, 3 - from other countries). Theodore Shulgan noted that the city operates four foster families, which are arranged on cohabitation and parenting 8 children-orphans and children deprived of parental care, and children's family type house, which is home to 8 orphans and children deprived of parental care. In 2016, the decisions of the Executive Committee of Lutsk city Council 21 the child is given the status of orphans and children deprived of parental care. From them: 19 the children are arranged in family forms of education (1 - adopted 16 - guardianship/trusteeship 2 - DDST ), 2 - state institution. Also Theodore Shulgan noted that at the device of children-orphans and children deprived of parental care to family care service shall take measures on observance of the principle of the family, namely: when the device status of children, brothers and sisters are held together, the advantage is provided to the candidates for guardians, Trustees from among the close relatives of the child. Of the total number of orphans and children deprived of parental care: 47 - housing the right of ownership; 91 - housing on the right of use; 16 have no housing. On the social housing register and the accounting of the citizens needing improvement of housing conditions is 16 children-orphans and children deprived of parental care and individuals from among them. According to the head of services for children remains an issue of adoption of older children. So, local registered for adoption is 28 children-orphans and children deprived of parental care, of whom only 3 children up to 10 years (children are in public institutions). Also Theodore Shulgan reported that as of 1 January 2017 on the account of the prospective adoptive parents in the service for children is 14 couples and single people, of which 4 expressed a desire to adopt a child under the age of 3 years, 5 - up to 5 years 5 to 10 years. The service for children has strengthened the work with the prospective adoptive parents promotion of adoption of older children and children with special needs.
