In Vinnytsia oblast the project "Academy of management of the territory" is implemented with the support of the international Hanns Seidel Foundation and it was founded last year. The objectives of the project in his introductory remarks, informed the Director of the Center for retraining and advanced training of leading cadres region , the candidate of historical Sciences Tatiana Pachina: "United territorial communities are now getting financial, resource, and managerial independence. Choosing your individual path of development of local self-government, we study and use the experience of those countries that already have passed this way. Therefore, there are a number of organizations that can lend a shoulder,to help, to teach, so we have decided to coordinate their work for a common goal". Welcoming the students of the Academy of management of the territory with work beginning in 2017, the Chairman of the regional Council Anatoliy Oleinik said: "Today's event on the coordination of actions of experts of the government,in my opinion, will give a new impulse to your work. It - professionals-professionals who have the opportunity to pass on their knowledge, the vision of a process. Those or other steps that will need to be implemented". At the opening of the project "Academy of management by – 2017" have signed the Memorandum of cooperation between the organizations that will implement it in the field, namely: Center of retraining and advanced training of personnel in Vinnytsia region; - The Vinnitsa regional Department of Association of cities of Ukraine; Center of development of local self-government in Vinnytsia region; - Vinnytsia regional Association of local authorities; Agency for regional development in Vinnytsia region. After signing the MOU in the framework of the Project started the first seminar for the presidents of the United territorial communities of the region on the theme: "the Priorities of local governments in the preparation and conduct of financial reform in Ukraine." On the agenda of the seminar addressed the important issues of the functioning of communities: - The work of the joint communities of the region in the context of decentralization of Finance; - Creating a single register of a network of integrated local communities and their service; - Violation of the fiscal discipline in local governments and the responsibility for them; - Powers of local authorities to establish local taxes and fees in accordance with the Tax code of Ukraine. According to the organizers of the seminar, the project "Academy of management of the territory" will last more than one year . Samoupravlenie Vinnytsia region will have the opportunity to study abroad. So, last year students of the Academy for teaching visited Bavaria, this year at chapters if it's also waiting for the tour to exchange experience in Germany.
