Region almost 8 million km of public roads of local importance will give local authorities
the Director of the Department of housing and communal services, energy and infrastructure of the regional state administration Sergei Volkov during a weekly meeting in the RSA described the changes that are waiting for the road sector in connection with the resolution of the Verkhovna Rada of Ukraine of the law on the decentralization of the system of road management that involves the transfer of local roads from the sphere of control of the State Agency of highways of Ukraine (the"K") in the management of local authorities. Sergei Volkov said:"the Total length of roads in Vinnytsia region - 26.3 thousand km, of which 9.5 thousand km – public roads;16.8 thousand km - roads of communal property. The length of public roads of local importance, proposed for transfer is 7737,0 km" The official noted that the Verkhovna Rada of Ukraine in 2016, the Law of Ukraine ¹1764-VIII, which shall enter into force on 01 January 2018, and which provides for amendments to several laws of Ukraine regarding the definition of the organs, their powers and responsibilities in the road sector. Also passed by the Verkhovna Rada of Ukraine the laws of Ukraine No. 1762-VIII and No. 1763-VIII is 01 January 2018 the allocation of sources of financing of road facilities in certain State road Fund to the special Fund of the State budget of Ukraine. According to the adopted laws of Ukraine the state road Fund are distributed as follows: 60% of roads of General use of state importance; 35% is on public roads of local importance; 5% on financial support of measures to ensure road traffic safety under the state programs. Subvention from the state budget to local budgets for financial support for the construction, reconstruction, repair and maintenance of public roads of local importance, streets and roads of communal property in settlements is distributed between the corresponding local budgets depending on the length of local roads in the respective administrative-territorial unit as of January 1 of the year preceding the planned. The state road Fund (i.e. 35%) are treated as subsidy from the State budget of Ukraine to local budgets for financing the construction, reconstruction, repair and maintenance of public roads of local importance, and also the streets and roads of communal property in settlements (of not more than 20 percent of the volume of such subventions). Commenting on the foregoing, the head of the RSA Valeriy Cow stressed that according to preliminary estimates, this resource will be approximately 300 mln.
