The main objective of the development programme was to attract people in the private sector to improve the beautification and improvement of their living conditions through joint efforts of Chernihiv city Council and its Executive bodies and bodies of self-organization of population (ERP) of the city. The allocation of funds from the city budget for implementation of works on an accomplishment of territories is carried out under conditions of co-financing. Namely: 80% of the total cost of the works in accordance with design and estimate documentation - means of the city budget, 20% - own and attracted funds of MST in the private sector of the city of Chernihiv. The program provides that the inhabitants of the private sector that are useful for participation in this program for co-financing, to make capital repairs and construction of roads, driveways, street lighting, water supply, sanitation, drainage of rainwater and meltwater. To participate in the Program must produce design documentation in the prescribed manner to conduct her examination. And then provide in uzhkh city Council application for participation in the Program signed by the head of the SNS project documentation, originals and/or duly certified copies of the following documents: - certificate of state registration of DOS or an extract from the Unified state register of legal entities and physical persons-entrepreneurs; - Position about the core; - the decision of the General meeting of OSN participation in the Program; - the documents proving the identity and powers of the head of DOS (the decision of the constituent Assembly on the establishment of management bodies and the election of a Director) or other representative (decision of the General meeting, power of attorney for representation of interests). Work on the overhaul of the city's infrastructure, namely roads, driveways, street lighting, water supply, sanitation is also done on the full financing of the city budget. The list and order of objects of housing and communal services on capital repairs for the budget is determined based on the needs of the city and approved by the parliamentary Committee.
