Chernigov: Between city authorities and carriers signed a Memorandum of commitment
At the meeting of the Executive Committee of the Chernihiv city Council made the decision on increase of fare in public transport of up to 4 UAH from 1 April. The fare for schoolchildren remains unchanged - UAH 1.75 in the presence of a student ticket. The amount of UAH 4 adopted as a compromise between the needs of carriers that operate in a constantly and significantly increasing prices for all cost items and financial capabilities of the majority of Chernigov. At the time of acceptance of such decision at the request of the mayor Vladislav Atroshenko between carriers and the city government signed a Memorandum on the obligations assumed by carriers. According to the agreement and the text of the Memorandum, to initiate the next rise in the price of public transport ticket Chernigov truckers have a right only after fulfilling these commitments. The document also determined that following a price increase may not happen before August 1. Before that Vladislav Atroshenko has repeatedly stated that a large "shock" increase in prices for journey in public transport for Chernigov, in his opinion, unacceptable. As a compromise can be a gradual price increase of no more than 50 cents at a time. I. RESPONSIBILITIES The subjects signed up, aware of the importance of improving the city quality of services in the field of transport. At the same time, agree that the income level of the population in the city of Chernigov is not allowed to set the fares according to carriers of economic calculations. We were sympathetic to the position of mayor V. A. Atroshenko about the necessity of compromise and the establishment of fare taking into account the level of incomes, the cost of travel to other regional centres similar to ours in terms of population. Enterprises operating in the field of public transportation in Chernihiv assume the following responsibilities: - do not set the cost of a single ticket for travel by bus more than 4 UAH. until August 1, 2017 and only if the following conditions are met: 1. to equip at their own expense all buses with GPS monitoring, connect them to the system of OOO "Watch" and to ensure proper operation in accordance with the Agreements on the organization of passenger transportation on city bus routes for General use; 2. to provide access to the route drivers and conductors exclusively in clothing that fits a single model to regularly monitor the cleanliness of their clothing; 3. hard to respond to the misconduct of their drivers (rudeness, rudeness toward passengers). 4. constantly monitor the proper technical, sanitary and aesthetic condition of their vehicles (clean buses inside and outside); 5. free transport participants of the ATO. Also the Party 2 undertakes the following obligations: until the end of 2017 to upgrade to at least 19 vehicles in line with the investment commitments, which are annexes to the agreements on the organization of passenger transportation on city bus routes; -when upgrading and capital repairs of buses, paint them in accordance with preliminary agreements – yellow. II. RESPONSIBILITY The parties agree that the failure of the Side 2 of the duties specified in this Memorandum gives the right Side 1 to cancel the decision of the Executive Committee of the Chernihiv city Council on establishing the maximum rate. III. TIME This Memorandum shall enter into force upon its signing by the Parties and is valid until the Parties fulfill their obligations. IV. OTHER CONDITIONS This Memorandum does not preclude the rights and obligations of the Parties under other concluded deals. This Memorandum may be amended at the initiative of any party upon agreement and sign separate protocols. Disputes between the Parties concerning the interpretation and application of this Memorandum are regulated by negotiations and consultations.
