Very often prices for the same medicines in Ukraine is much higher than in neighbouring countries. Although the level of salaries below. In most developed countries there is a practice of state regulation of prices for medicines. This allows to avoid unjustified overpricing on drugs. To ensure availability of medicines in Ukraine, the MINISTRY of health will set the limit wholesale release price of drugs at the 21st international nepatentovannoe name (INN or the active ingredient) that will be included in the program of reimbursement. The limit wholesale release price will calculate based on the median price for a medicinal product in 5 neighboring countries – Poland, Slovakia, Hungary, the Czech Republic and Latvia. This is the EU, which has long been the system of price regulation for medicines and the mechanism of compensation of cost of medicines. As profitable to implement the drug at this price in neighboring countries, it should be the same in Ukraine. For medicines to be reimbursed, the MINISTRY of health will set the maximum retail markup on the sale of drugs at the level of 15%. 12. What is the registry of reference prices and how to use it? The Ministry of health has compared the prices of similar INNS in 5 neighbouring countries of Ukraine – Poland, Slovakia, Hungary, the Czech Republic and Latvia. Based on median prices per daily dose medications in these countries, the Government sets a price limit on a drug that will compensate the state. It is important to understand that the price in the Registry of medicines, the cost of which shall be reimbursed (column 11) is the wholesale price. Maximum wholesale selling price per daily dose is contained in the Registry of marginal wholesale prices (column 6). The maximum allowed price in the pharmacy the wholesale price per pack + 10% supply allowance + 15% allowed to trade allowances + 7% VAT. The compensation cost for the package of the drug contained in the Register of medicines, the cost of which shall be reimbursed (column 15). For example, the Ministry of health has compared all the prices for drugs with the active substance enalapril in Poland, Slovakia, Latvia, Hungary and the Czech Republic. The median price of a dose there was $ XX USD. This means that the Government will compensate the full or partial cost of the drug, the price of a certain daily dose that does not exceed the twentieth UAH + 10% of wholesale-supply allowance + 15% mark-UPS + 7% VAT = UU UAH per dose.
