Now we are waiting for serious summer training period, when we must effectively use all possibilities for repair of networks, accounting, execution of investment programs and implementation of energy efficiency measures," - said during a conference call Gennady Zubko. During the meeting, Deputy Prime Minister dwelled on the problem of calculating the areas for the consumed energy : "Now we are launching the mechanism of law No. 1730 ("On measures aimed at settlement of the debts of heat supply and heat generating organizations and enterprises of the centralized water supply and sanitation for the consumed energy"). From April 1 to earn the Register of enterprises of heat and water that will be able to settle the debt to "Naftogaz of Ukraine" for the consumed energy and to begin the process of debt restructuring. In the process of restructuring will be charged penalties and interest for the energy consumed and provided subventions from the state to reduce the debt of the enterprises", — said Gennady Zubko. On the tariff review of decentralization to local media gave the first Deputy Chairman of regional state administration Andriy Gizhko: "we are Talking about the transfer of functions of licensing and setting tariffs for water supply teplo. First Deputy Chairman of regional state administration sees unconditional positive decentralization in the tariff, because the tariff policy will become more flexible and faster to respond to changes in any component. "It will also give some stability, without which it is impossible to effectively work with international donors and grant agencies,because the tools provide only in case of availability of clear accounting, when it is possible to calculate both income and losses",- concluded Andrei Geico. Help: Now there are 970 of boilers, including boiler-houses of district heating enterprises – 122. The end of the heating season planned with 03 April 2017, according to temperature regimes. Now heat consumers continues to provide 100% of social agencies and housing, namely: • 1523 residential building (with district heating) • 786 pre-schools • 881 schools • 118 hospitals Outstanding payables communal heating enterprises for the consumed natural gas – 347,8 million UAH. the water and wastewater economy of the region for the consumed electric energy is 29.6 mln. The debt of communal enterprises for the difference in tariffs for thermal energy, services in centralized water supply and drainage, which were produced, transported and supplied to the population (for operational data), is – 315,2 mln. including: - heat – 145,3 mln.; - on services in water supply and vodovod. – 169,9 mln. Business registration in the unified registry of heat supply and heat generating companies, enterprises of centralized water supply and drainage involved in the procedure of debt settlement for the consumed energy, and the implementation in 2017 of the settlement to repay the debt by the difference in fares will be possible only after the adoption at the state level a number of normative-legal acts.
