In the Transcarpathian region the recommendations of the Committee hearings on the state of implementation of legislation on administrative
Department of economic development and trade of the regional state administration informs that the Committee on state construction, regional policy and local self-government 22 Feb 2017 approved the Recommendations of Committee hearings on the state of implementation of legislation on administrative services, which contain proposals by the Cabinet of Ministers of Ukraine, other bodies of Executive power, bodies of local self-government and their leading associations, and international donor and expert organisations. Participation in the Committee meeting was attended by representatives of state authorities, bodies of local self-government and their leading associations, national Association of centers for providing administrative services, organizations, and the delegation of European Union to Ukraine and working in Ukraine, international donor organizations. The discussion of Recommendations of Committee hearings particular attention was paid to the establishment of authorities other than the centers of providing administrative services (of tspau), institutions and administrative services, in particular, the centres of service of citizens "READY." In this regard, people's deputies of Ukraine – members of the Committee reiterated their position about the inadmissibility of creating other than of tspau, the bodies of local self-government at basic level (village, town, city) organizations for the provision of administrative services, fully consistent with the current legislation of administrative services. The Committee stressed that such activities are threatening to disrupt the processes of decentralization of administrative services in favor of territorial communities. In the opinion of the members of the Committee, these issues can only be solved by focusing joint efforts by all stakeholders on a particular issue and continuing to monitor the situation with the aim of non-admission of departure from the declared legislative acts of Ukraine principles of development of system of provision of administrative services. In this regard, the Committee recommends that when taking decisions regarding the organization of administrative services to adhere to the provisions of the law of Ukraine "On administrative services" as the basic legislative act, which defines legal bases of realization of rights, freedoms and lawful interests of individuals and legal entities in the sphere of providing administrative services. At the same time, special attention should be paid to the provisions of article 9 of the Law, according to which administrative services are provided by entities providing administrative services directly or through the centers of administrative services.
