Chernigov: Financing projects in the framework of the development of civil society in this year doubled

Yesterday, April 6, at the meeting of the Executive Committee of the Chernihiv city Council approved the composition of the tender Commission for the urban project competition in the framework of the Program of development of civil society in the city of Chernihiv for 2016-2020. The delegation included the Deputy mayor Oleksandr Lomako, deputies and specialist of the Department of citizens of the Chernihiv city Council. In addition, according to the adopted decision this year public organizations that wish to participate in the competition under this Program will submit projects in two ways: projects in the field of health and sports (promotion and encouraging a healthy lifestyle among the population of the city, the development of physical culture and sports, prevention of diseases among various population groups); historical and educational projects (popularization of history of the city; the fight against vandalism; the preservation of the historic environment of the city; improving, creating, a variety of historical and recreational areas of the city; improving the city's patriotism). For every the direction of the city budget will be allocated 100 thousand hryvnias. The maximum amount of the project budget should not be more than 25 thousand hryvnia. Thus, in a single direction could potentially be at least 4 winners. All projects must be implemented within the city of Chernigov to the end of the current fiscal year. The Executive Committee also approved the evaluation criteria of proposals, where the maximum score can be 100 points. Namely: - compliance with technical requirements up to 5 points; relevance and social importance of the idea (project) for the community of Chernigov – up to 20 points; - coordination of activities of the project – 15 points; - the importance of the results obtained as a result of implementation of the project – 15 points; - sustainability of results after the end of the project – 15 points; - the presence of partners or subcontractors of the project – up to 5 points; - feasibility of the project given the resources expended – 10 points; - experience in the organization – up to 5 points. The introduction of the competitive approach in the selection of projects of civil society institutions will contribute to the openness and transparency of the implementation of projects, development of competition and contribute to the fight against corruption in the city, increase motivation to change in quality and capacity of the city, attracting public organizations in the public life of the city. The practice of implementation of such projects exist in many cities of Ukraine and shows a very positive result and improvement in different areas, depending on destinations.
