Stepan Barna: seeking a simple Ukrainian citizens fundamental human rights to freedom of movement within the country and abroad, is the most important thing (interview)

the Newspaper "Freedom", and continues to have regular discussions with the head of the Ternopil regional state administration Stepan Bar the most important topics of the day. April 26 ambassadors of European Union (EU) approved the granting of visa-free regime for Ukrainian citizens. And on 11 may the Council of the EU confirmed the deal. What does this mean for the citizens of Ukraine and for the state as a whole? Ukrainians will get visa-free regime with 30 countries of Europe, among which 26 are EU members (except Ireland and UK) and countries belonging to the Schengen area: Iceland, Liechtenstein, Switzerland and Norway. That is, abolished visas for short-stay (90 days within each period of 180 days) in these countries. I see it as a peculiar manifestation of the European community with respect to the Ukrainians, who deserved such treatment, especially its long history, the European spirit of the Ukrainian nation... To travel freely to Europe, citizens of Ukraine need to have a biometric passport, and also documents which confirm the purpose of the trip (travel, or invitations), security of residence, in selected countries... And for Ukraine in General – is primarily a European and international recognition – recognition sequence and determination of external and internal policy of our state. After all, in November 2010 Ukraine received the action plan (kind of job) to liberalize the visa regime with the EU – a total of 144 points. In December last year, the European Commission recognized them run our government. So we have done a great job, passed a difficult way of political, economic, social, legal reformation of the Ukrainian society... Who would be there that didn't say btvs is an appreciation made in Ukraine over the past years. At the same time, it is a great civilizational victory – getting our citizens the fundamental human right to freedom of movement within the country and abroad. That's the most important... And how, in your opinion, will refer to this our Eastern "vorozhenki" Russia? Russia is twofold. There are Russian people, is totalitarian, chauvinistic, Imperial regime of Putin, which, by the way, according to experts, rapidly bankrupt and in SCORM time he predict the death. The loss primarily from the efforts of its own people. It is clear that, in its agony, Putin's Russia will once again drown in the bile of lies and hatred to Ukraine and to EU countries, which invite us to its European family. And most ordinary Russians, I think we will be genuinely be jealous and do everything in order to hasten the fall of Putin's system of iniquity, injustice, violence and international terror... the Ukrainians in this solidarity with them. And how we, Ukrainians, it is better to use the provided visa-free regime of crossing the borders of the EU? Anyone who intends to travel in Europe, I would advise first and foremost to carefully study the experience of organization and functioning of the state mechanism, legal, production and public relations. That's what they acts as a mechanism best Swiss watches. To explore and bring to us in the Ukraine. We this time had the opportunity to do something have already started. For example, the reform of decentralization of power and control that we have made, – it is precisely the experience of the European States, particularly Poland. Unfortunately, the change processes are not as fast as we would like, primarily through their lack of understanding of a specific but significant portion of society, whose members even in the government (especially local) often defend parochial interests, despite the prospect, but also through the negative influence of certain political forces, which became the main slogan: "Everything the power does is bad." Although, being not so long in power, they have nothing good to society did... Speaking about reforms, in my view, a key role should be played by Central government, for which the group of skilled managers of managers need to develop concepts, schemes, reforms and mechanisms for their implementation, and they should urgently implemented. By the way, this was the case in Poland: in the morning the poles rise, and territorial-administrative structure they already new. But they realized democracy is based, and advice-pieragostini when everything is clear (and most importantly very necessary for society), is endless. Personally, I like this approach. I hope that in this respect we will be fine. The important thing is that the majority of society is configured on the positive – specific actions. In the end, Ukraine is soon to become a full member of the European Union and we all have a responsibility to exert your efforts.
