Chernivtsi and Vinnitsa – the finalists to participate in a pilot project with open data

June 7, 2017, Kiev – Chernivtsi and Vinnytsia became the winners of the selection for the participation in the pilot project with open data, which will give them the opportunity to significantly improve the availability of information and quality services to its citizens. The competition pilot projects among cities in open data conducted in the framework of the USAID and UK aid “Transparency and accountability in public administration and services.” In the framework of the pilot project during June to September, the group of experts will work with the local authorities of Vinnytsia and Chernivtsi on the disclosure of data at the local level. The project will result in significant improvement of the quality and availability of information and creation of products based on open data for local residents. The pilot project will consist of several stages: Audit data – at this stage, the consultants will analyze the availability and quality of data collected by local authorities. The audit data provides for the establishment of a list of data sets that is collected and stored by local authorities – specifying the frequency of updates, frequency of usage, responsible for maintaining the dataset faces. Identification of priority data sets (on the basic of public consultations and discussions to identify the needs of local residents). The creation of the open data portal of the city (a separate resource for urban management, providing citizens access to communication with local authorities, practical application of data to create new businesses and services, attracting investment to urban development). The publication of the data (in malanocytes format and an accessible and understandable form) on the open data portal of the city that will be created for each city in the framework of the pilot project. The accession of the city to the international open data Charter (which is a definite long-term commitment by local authorities and involves the development of an action plan for opening data and creating quality data sets and their visualization). The creation of a product based on open data for local residents (website or portal or mobile app – for example, to track electricity consumption, movement of public transport, local budget expenditures, condition of roads, availability of free areas for investors).
