Stepan Barna: regional development Agency will enhance the investment attractiveness of the region
Soon the region will earn the regional development Agency, working group on the establishment of which was formed in November 2016. It happened on the basis of joint order of the Chairman of the Ternopil regional state administration Stepan Barney and Chairman of the Ternopil regional Council Victor Ovcharuk. At this stage the decision on the establishment of the Agency approved at session of regional Council. "Agency of regional development is a key element of development that integrates the interests and efforts of experts of international projects and technical assistance donors that are currently working in Ukraine. It will become the engine of reform of decentralization, will contribute to the preparation and implementation of programs and regional development projects and increasing the investment attractiveness of the region", – said the Chairman of the Ternopil regional state administration Stepan Barna. However, he noted that the main activities of the Agency for regional development is the formation of a system of regional development, attracting investments and increasing export potential, attraction of international technical assistance for the development of the region and business development, in particular the financial support. "The regional development Agency will work to attract investment into the region's economy, the resources of international technical assistance and financial organizations, participate in international programs and will continue to work on creating and improving conditions for business. It is also important that one of many functions of the Agency is to develop projects and programs that are supported by the State regional development Fund and the United territorial communities in the preparation of their various projects. That is why it is a good tool with which to implement the tasks and functions aimed at developing the region", – said Stepan Barna. At the same time, as noted by the Director of the Department of economic development and trade of the Ternopil regional state administration Galina Volanic until the negotiations with potential co-founders of the regional development Agency for the attraction of material and human resources. "The law stipulates that the founders are the regional administration and regional Council, and co-founders of the Association of local authorities, scientific institutions, experts and the like. But for us the main to the co-founders was efficient and came with a material resource. Because the Agency's activities will concentrate on the controls and coordination of regional development projects in one place. Moreover, this practice is quite effective in the framework of the decentralization reform," – said Galina Volanic.
