The status of combating crime in Chernihiv

However, the main police efforts are currently focused on crimes that have growth dynamics, namely: +3 grievous bodily harm /2017 – 6, 2016 – 3/; +6 theft /2017 – 2343, 2016 – 2337/; +6 illegal acquisition of vehicles/2017 – 15, 2016 – 9/ +12 vandalism /2017 – 18, 2016 – 6/ In addition, the increase in the weight of restrictingly offences compared to the previous year in the following types of crimes: serious (+4,7%), serious injuries (+16,7%), theft (+2,7%), burglary(+1%), theft from vehicles (+2.5 percent), robberies (+20,2%), the illegal appropriation of the car (+30,4%). Given the crime situation in the country and carrying out anti-terrorist operation, special control is the state of exemption from illegal trafficking in firearms, ammunition, explosives and explosive devices. During the reporting period withdrawn 1 combat gun, 1 combat carbine, designed to fire auto-shots, 1 rifle, 2 combat pistol, 6 grenades, 17 of standardized fuses hand grenades, 600 rounds of ammunition, more than 30 units of gas and starter pistols. However, thanks to the efforts of the city Council was established municipal enterprise "Municipal police", which, having a proactive stance and close collaboration with the divisions of the Chernihiv police Department, fulfilled the very important task of the city, namely: the control over execution of Rules of improvement, ensure cleanliness, order, maintenance and cleaning of streets, yard areas, parks and the observance of silence in public places of Chernihiv, the enforcement of legislation in the sphere of ecological safety, fight against spontaneous trade, work on the prevention of crime, protection of public order and the like. Sergei Kalitin made the offer to continue for the joint execution of tasks according to the current legislation, it is necessary to fix the legal status of KP "Municipal police", giving it legal status "public formation". Working with minors: Currently, there is a decrease in minors committing crimes with 22 (2016) 9 (2017). One of the priorities of preventive work is the prevention of drunkenness among adolescents (11 minors were brought to administrative responsibility) and the incidence of sales to minors of alcoholic beverages and tobacco products (composed of 13 administrative protocols). The number of personnel of the city police Department: After the restructuring and substantial downsizing of the Chernihiv police Department, which began in 2015, the staffing of certificated employees has decreased almost twice: from 569 to 292 positions (-277), in particular, from the authority of the release units to combat drug trafficking, economic crime, Department escort and patrol service, state automobile inspection, reduced by 60% of district police officers.
