In Zhytomyr region the government has set an allowance for the work experience of workers of social service centres for families,children and young people
the Cabinet of Ministers at its meeting adopted a decree "Some issues of remuneration of employees of social service centres for families, children and youth", which provides for the establishment of allowances for the experience of these workers. In Minsotspolitiki noted that the relevant draft act was developed with the aim of preservation of personnel potential, first of all specialists who have experience in the field of social work. Government adopted regulation provides for the establishment of the heads of social services centres for families, children and youth, their deputies, heads of structural divisions of the main activities and professionals in social work allowances to the basic salary for work experience in the social service centres for families, children and young people depending on the work experience in the following amounts: more than 3 years 10% over 10 years – 20 percent more than 20 years – 30 percent. As you know, after the entry into force of the Law of Ukraine "On civil service" of December 10, 2015 No. 889-VIII employees of centers of social services for family, children and youth has lost the status of civil servants. Government decree of July 22, 2016 No. 462 of these employees have the appropriate tariff level of Unified tariff grid level and ratios of remuneration of employees of institutions, establishments and organizations of separate industries of the budget sphere. The question of the establishment of allowances for the experience in the respective positions in the social service centres for families, children and youth remained unresolved. With the transition to new conditions of remuneration 2 793 workers lost the opportunity to receive a bonus for years of service, of which 955 employees have work experience more than 10 years 405 more than 15 years, 162 – for more than 20 years, 46 – more than 25 years. As the wages of workers centers, defined under the new conditions, less on average 40-42% of the salaries of civil servants of the relevant categories, such a reduction of wages could lead to the loss of workforce capacity in this area. The establishment allowance will contribute to the social protection of employees of these centers, to ensure the stability and consistency of social work at the local level and prevent employee turnover in this area, noted in the Ministry.
