The event was attended by local architects, experts, representatives of the Guild of engineers of technical supervision, builders and representatives of local and regional authorities. Advanced planning laws will allow on-new to build relationships between all participants-government, big developers, and ordinary citizens. The law has a multi-effect and aimed at radical change of the existing permit system in construction and make it comply to the European standards. According to Deputy mayor Victoria Ostapchuk, June 10, for about’objects of construction canceled complexity. But still, three classes of consequences: small, medium and large. About’objects of insignificant class of consequences will be based on the basis of a notification medium and significant – solely on the basis of relevant permit and after construction expertise. Large residential complexes, office buildings, complex industrial installations (about’objects of significant class effects) and multi-family houses, hospitals, schools, kindergartens, shopping and entertainment complexes (about’objects of the middle class) will be based solely on the basis of permits after granting a full package of documents, which will be thoroughly checked by specialists GASK. This innovation eliminates the practice of manipulation of the declarative principle, which was previously used unscrupulous developers, and the authorities Gosarhstroykontrolya will have real mechanisms for identifying illegal buildings at an early stage. In turn, simplification of licensing procedure for simple construction allows to avoid an unnecessary return of the documents, including technical errors when filling. The law also provides for a uniform inspection and are determined by specific terms of elimination of the revealed violations. In addition, there is a growing responsibility for the legality of the construction of – from both the developer and the officials who issued the permit. For officials who illegally issued a permit, provides for disciplinary, administrative and criminal liability. And for violators of town planning legislation the fines for some items increased almost four times. New legislative rules regulate the procedure of issuance of urban conditions and restrictions pursued by the local authority. In particular, clearly defined list of reasons for which developers can be given a waiver, and therefore exclude a corruption component. This was reported in the Ternopil city Council
