In the building of the regional Prosecutor's office held a joint meeting of heads of law enforcement bodies and state Executive bodies of the Transcarpathian region, which discussed a condition of observance of laws in the region in the area of juvenile justice, prevention of juvenile delinquency, rights in criminal proceedings. The Prosecutor of the region Vladimir Gavrilyuk opening the event noted that the protection of the child, the constitutional rights of children, including in criminal proceedings, must be a priority in the activities of each of the law enforcement agencies, prosecutors to ensure. In the meeting took part the Deputy Chairman of the Transcarpathian regional state administration Petik A.V., Deputy head of GUNP, in the Transcarpathian region lebovici Y. I., the representative of the Western inter-regional Department for execution of criminal sanctions and probation service of the Ministry of justice of Ukraine, heads of local prosecution offices and structural subdivisions of the National police region. Special attention and oversight in this area requires the work of the bodies responsible for duty’to protect the rights of children. Now in the region since the beginning ðîêóð³âåíüçëî÷èííîñò³ñåðåäíåïîâíîë³òí³õçá³ëüøèâñÿ 28.8% compared to last year (from 139 to 156). The highest growth is observed in Mizhgirya district on 600 %, Mukachevo – up to 500 %, Perechyn - 200 %, Uzhgorod – 150 %, Irshava – 100%. The proportion of offences committed by minors is one of the highest in the state (5.7% state, 3.1 percent). Of the total number of criminal offences committed by minors - 75 % are crimes of property character. Has the negative tendency to increase the committed by teenagers particularly serious crimes against human life. So, in the years 2016-2017 adolescents in the region committed 3 murders ( 2016 – 1, 2017 – 2). In addition, 2 of the crime committed against their own parents. The situation remains complex, floor’connected with the consumption of alcoholic beverages by minors and drugs. Following the discussion developed and agreed a set of joint measures on combating crime among the youth, the protection of personal, social and economic rights of children and prevent violations of the constitutional rights of minors in criminal proceedings.
