In the text of the proclamation it was said that “the will of the Ukrainian People, the Organization of Ukrainian Nationalists under the leadership of Stepan Bandera proclaims the restoration of the Ukrainian State for which have laid their heads whole generations of the best sons of Ukraine». In the Act of proclamation was requested by the population "did not lay down their weapons until all Ukrainian lands are not created Sovereign Ukrainian Authorities». The next day there was a second important document — Pastoral letter of Metropolitan Andrey Sheptytsky, Ukrainian Greek Catholic Church recognized the Act for the restoration of the Ukrainian state. On 10 July, a similar document of the Ukrainian Orthodox Church signed by the Bishop of Lutsk. The interim Ukrainian government headed by Yaroslav Stetsko.
