Cluster meeting on filling of local budgets and effective use of resources of region and Ukraine under the chairmanship of the Chairman of regional state administration Stepan Barns was held in Kremenets district. Its aim was to perform the execution of profitable part of local budgets, problematic issues and to identify ways to improve not only the dynamics of the main indicators, but their cash equivalent. Took part the chief of the Department of DFS in Ternopil region Igor Commandant, heads of departments Kremenetski United state tax Inspectorate, heads of regions, chairmen of district councils, mayors and chairmen of United communities Zbarazh, Kremenets, Lanovetsky, Pidvolochysk and Shumsky areas. As noted the Chairman of regional state administration, a key area of filling of local budgets should be to increase interest rates on land to a minimum of 8%, while the rent period must be at least 7 years. "We should all have a General public thinking, and adhere to the vector maximum of legalization. It concerns land issues, jobs, sale of excisable goods. And I want to emphasize that here in the minds of communities and municipalities of cities of regional value is personal responsibility. Filling your budgets in your hands. As it became known according to results of the meeting, the Ternopil region came in first place in Ukraine in terms of filling local budgets. In comparison with January-April, 2016 the index rose by almost 49%. Despite the difficult socio-economic situation in 6 months of this year the planned revenues of the local budgets of the region exceeded by 19%, over the plan received 216,3 mln. The total revenues amount to UAH 1.4 billion. The planned revenues of the regional budget is made up 127%, over the plan received 42 million; in cities of oblast significance received an additional UAH 50 million; the district budgets increased 89.4 million UAH; in the GSS appeared 52.9% more money is 87.5 mln UAH in excess of the plan. The Chairman of regional state administration said that in the context of decentralization of funding of certain expenditures transferred to the local level, and therefore the filling of the local budgets requires a higher responsibility. "The effectiveness of the budget process depends on the roles and responsibilities of all participants - starting with the planning, establishment and approval of rates of the current administration and ending with the control over completeness and timeliness of payment of appropriate taxes and fees. Therefore, each of them must show a principled position in the performance of its functions and powers. It is important to gradually accustom the citizens and business tax culture, which will be the most effective mechanism of filling local budgets", - said Stepan Barna.
