Chernihiv city Chairman Vladislav Atroshenko instructed the Secretary of the city Council Maxim Chernenko together with the Chairman of Fund of municipal property of the city Council Alexey Pennym to make an inventory of all municipal property in the city and as quickly as possible to sell illiquid assets to the city budget do not bear the cost of its maintenance. About it the mayor said at an extended meeting during the report of the Chairman of Fund of municipal property of the city Council Alexey Pinna on the work of the Fund for the 2016 and 1H 2017. According to the head of the Foundation carries out efficient management of municipal property on the basis of maintaining the list of objects of assets, materials inventory, tracking its movement, exchange and transfer from balance on balance of the municipal enterprises, organizations and institutions of the city Council. Functions of the Fund define the main areas of work: leasing, Privatization, Management of property of municipal property. As in utility property taken into account: 1522 of the real property; 1997 housing facilities; 786 vehicles. The total area of the immovable property is 974,5 thousand sq. m Rental agreements CEC, 261 the object area 82,1 sq m leased, of which, OOO the firm "TEHNOVA" - 126 with an area of 58.3 thousand square meters, PJSC "OBLTEPLOCOMUNENERGO" - 135 facilities with a total area of 23.8 thousand square meters. For 42 contracts for equipment and installation of, 1261 the object area 892,4 thousand square metres, transferred to the balance of enterprises, establishments, institutions and organizations of city Council for the operational management and economic management of them are used for rental 522 facilities with a total area of 56.7 thousand square meters, including: - on the basis of 176 leases entered into by the Fund that are leased 185 facilities with a total area - 32,6 sq. m (excluding SSC); - based on 335 lease contracts concluded by the institutions of the city Council, leased to the 337 objects with the area of 24.1 thousand sq. m. The total amount of rental income for 2016 amounted to 37.4 million UAH in the first half of 2017 – 22,2 million UAH, including to the city budget lists Fund – 18,8 million UAH. Funds from the rent Fund transfers to the city budget, VAT to the state. 4.7 million UAH - the amount of rental income to institutions and municipal enterprises of the city in 2016, for the first half of 2017 received 3.5 million UAH. Funds from the rent remain at the disposal of institutions and enterprises. For the year 2016 Fund listed - 32.7 million UAH to the city budget, for the first half of 2017 18.8 million UAH. Including: CMK – 29.6 million UAH (in the first half of 2017 – 17,0 million UAH); for real estate and other property – UAH 3.1 million (for the first half of 2017 – 1,8 million UAH). 32.6 thousand square metres gross leasable area of the premises under contracts entered into by the Fund, of which 21.2 thousand square meters, is used by tenants who pay 1 UAH per year, the rest of 11.4 thousand square meters pay a rental fee depending on commercial or non-commercial use. To execute the decision of the city Council for the purpose of determining the market value of the derived estimates of SSC cap "Chernihiv TPP" and hangars rented by LLC firm "Tekhnova" and PJSC "OBLTEPLOCOMUNENERGO", according to this income from rents from November 2016 to the city budget increased by 396,3 thousand UAH per month. With the goal of bringing the rent for the use of municipal property to market levels and an increase in rental income to the calculation Method and procedure of payment for the lease, changes in the size of rental rates and coefficients were set and the minimum lease payment for 1 sq. m depending on the location of the facility lease. After making changes in the lease agreements in 2017 increased monthly income from rents in the city budget contracts of the Fund on 89.7 thousand UAH, for other agencies of the city on 133,0 thousand UAH per month, expected for the year to 2.6 million. One of the objectives of the Fund is filling a profitable part of city budget funds from privatization of municipal property. First and foremost, the city must abandon the property and sell it as quickly as possible, in order not to incur the cost of its contents. For 2016 it was announced on 7 auctions. Privatized six objects and aloof one vehicle. Signed contracts of sale for the sum of 2,3 million UAH are listed in the city's budget in 2016 664,1 thousand UAH, and from the beginning of 2017 – 1.3 million UAH. For the first half of the 7 auctions on alienation of immovable property and 5 auctions for the disposal of vehicles, privatized four of the immovable property in the city budget are listed 3055,8 thousand UAH (excluding VAT to the state budget 611,2 thousand UAH). In March and may of this year by results of the auctions has sold 2 vehicles for a total amount of 39.8 thousand UAH (excluding VAT of 7.96 UAH). With the aim of unattractive alienation of immovable property and reduce their maintenance costs are declared auctions on sale by the method of price reduction. To ensure the implementation of modern technologies of sales sent a request to the state property Fund of Ukraine regarding clarification of the mechanism of organizing and conducting sales of small-scale privatization of communal property in the auction in electronic form and by electronic system of sale of the property ProZorro.Sale. Constantly working on acceptance in municipal property of objects of housing and social infrastructure. With the aim of increasing convenience to users Fund created online public registries of objects of municipal property, premises, offered or leased, subject to privatization, and other information. Also on the website of the city Council posted a map m. Chernigov, which marked the objects of municipal property, rented or subject to privatization, with information about the facility and ability to view photos. During the first half of the year produced 15 decisions of the town Council 10 Executive Committee, 6 orders, processed incoming correspondence - 1378, output – 859, also 11 citizens and 12 requests for public information.
