Third session of the Commission on the status of an extension to school No. 10 took place yesterday (April 3) night in the walls of the Chernihiv city Council. Management of capital construction of city Council was requested to apply to specialized research institutes that are specialized in the research and have the authority to know the cost of their examinations. This is done, the answers received. Institute of building structures (Kyiv), said that the cost of examination of technical condition and serviceability of load-bearing structures of the extension will be about 84 thousand UAH; NII, which deals with Geology – that the cost of testing soils is also about 70 thousand UAH. In addition, management of capital construction asked for the project organization to calculate the cost of dismantling the outbuildings and the erection of her again. It was done, and the designers and all other professionals who were asked by management, I emphasize that beyond just the restoration of the existing Annex building regulations do not allow. The reason is that the class of consequences is the restoration belongs to category CC2, so to start of construction works, project documentation should pass not only estimated, as it was until June of last year, and a comprehensive examination. But such expertise is not only on the addition, and all the school building. That is, the object does not pass this examination, if the applicable requirements for buildings of children's education would not be in the whole school. And these requirements from the year of its construction has changed greatly. For example, in the building of this school – wooden overlappings between floors. Under the new regulations they must be treated with fire solution. Technically in order to handle them we must first rip all the floors and ceilings. Another example: the school should be created free access for persons with disabilities, there should be a lift. Present to the Commission the designers said that such examples are in this building a lot. Therefore, the real value of bringing the school to the state, when there will again begin classes of children, will be the sum of several times greater than the cost of the extension. These reports aroused heated debate. However, after the Commission agreed that additional expert study of the condition of the building – in fact, for the fourth – order is not necessary. Also – to dispel all doubts, the Commission authorized the Department of capital construction of city Council write a letter of 5-6 design organizations of Chernigov. And these letters are asked to provide prior to project proposal completion of the 10th school to the possibility of exploitation by a major overhaul of an extension to the school. And in case of impossibility of achievement of result in this way – also to give an official response. To the trust, the agreement of text letters and selection of project organizations to which they send, will be made jointly with the parent asset of the school.
