After studying the issue, the Prosecutor's office established that really took place the fact of inadequate response by the police Rivne region, on notice to the applicant, and failure to take appropriate measures to the exposure and suppression of offences. In particular, it was found that the police registered only a re-statement of provenance about the theft. But after discovering the victims of the stolen stroller in the pawn shop and identify it by the serial number in the presence of police officers, they have not taken steps to seize the property. In turn, this led eventually to his actual loss (sale). This situation and the violations of requirements of the Law of Ukraine "On the National police" and departmental orders do not promote the rule of law and protection of citizens against illegal encroachments and the speedy detection of crimes and persons who committed them. Therefore, given the above, the Prosecutor's office of Rivne region sent a letter to the leadership of GUNP in Rivne oblast with a demand to immediately conduct an internal investigation to establish the reasons and conditions that contributed to such violations, to take measures to prevent them in future work and to resolve the issue of involvement of perpetrators to a disciplinary responsibility.
