Thanks to the initiative of the Department of social and youth policy of the regional state administration and with the support of the permanent Commission of the regional Council for education, culture, family and youth, sports and tourism, spiritual and historical heritage (Stanislawek L. A.), deputies of the regional Council in each large family area provided the identity of the parents and the child from a large family. In 2016, the need for forms of identity were: parents – 4075, children – 10594. To solve this problem, the Department of social and youth policy of the regional state administration initiated the decision of the regional Council on the production of identity of parents and children from large families at the expense of the regional budget, which was supported by deputies of the regional Council at the last session of 2016. This gave the opportunity to produce 3909 identity of the parents of a large family and 10594 identity of a child from a large family, which passed into all the district/city region. For these purposes it was spent from the regional budget 211,892 thousand. In a population of 14371 large families, which brought 48600 children. 3327 in large families children are raised by one mother, 50 large families children are reared by one parent. As of 1 January 2017 on the account in the database of the Single state automated registry of beneficiaries region is 12325 large families, which brought 39512 children. These families enjoy the benefits provided by law. Of the district state administration and city councils of cities of regional importance continue to pursue work in the statement, renewal, replacement identity of parents and children from a large family. According to the Law of Ukraine "On protection of childhood" the right to receive the status of a large family under a license have families in which the couple (man and woman) are in a registered marriage, living together and bringing up three and more children, including each spouse, or a father (a mother) that (which) lives together with three or more children and educate them yourself. Part of a large family also includes children who are enrolled in full-time education in secondary, vocational and higher educational institutions, to graduation, but not longer than until they reach the age of 23. This part of article 1 has gained force since 1 January 2012. Article 13 of the law of Ukraine "On protection of childhood" stipulates that parents and children from large families are given the appropriate license. A sample certificate is determined by the Resolution of the Cabinet of Ministers of Ukraine 03.03.2010 ¹ 209 with amendments and additions introduced by the resolution of the Cabinet of Ministers of Ukraine of 02.06.2010 No. 395. The identity of the parents of a large family and the identity of a child from a large family are the documents confirming their status and the right to receive benefits according to the Law of Ukraine "On protection of childhood" and other legislative acts. Certificates are issued free of charge. Children from large families certificates are issued for six years. With the receipt of such certificate, the family gets the status of a large family and the right to benefits and social benefits, including 50% discounts on utility services, preferential improvement of children, free getting medicines on prescription, free viewing of entertainment programs.
