Under the chairmanship of the Prosecutor of the region in February and August last year, a joint meeting of heads of law enforcement agencies on combating crime, which discussed the existing problems of law enforcement, the failures of preventive work, including in the youth environment, and hence causes the growth of separate categories of crimes, and in April and may and extended operational meeting on issues of improvement of activity of bodies of the National police in combating crime, the intensification of work in the field of anti-corruption respectively. Solutions to the growth problems of juvenile delinquency in the area of improving interaction between law enforcement and other state bodies of the prevention system also in February discussed at the joint meeting of the leadership of law enforcement agencies and authorities. Since August of last year the efforts of the entire law enforcement system failed to direct on the decision problem for the region, the issues of combating crime, the intensification of work, primarily territorial and regional departments of the National police, build a proper interaction between them and ensure effective pre-trial investigation of crimes. So, in response to the growth, more than twice, in the i-th half of the crimes against the environment, priority issues for the region, to avoid massive and uncontrolled activities of prospectors in the forest, which took place in 2015, in September for meetings with heads of law enforcement bodies and authorities discussed issues of combating crime in the forest sector, illegal production and turnover of amber, pre-trial investigation in criminal proceedings of the specified category. The reasons for the growth of road accidents, including fatalities, as well as the condition of counteraction to crimes against property, in November considered at the meetings on combating offences in the field of traffic safety and operation of vehicles, combating crimes against property, illegal seizure of vehicles, tasks of criminal proceedings and investigative activities to prevent, disclose and investigate such crimes. In addition, in December last year at a joint meeting of coordinated activities of law enforcement agencies to combat illicit trafficking of excisable goods, including contraband movement across the state border. Thanks to the system of coordination, to strengthen control over the implementation of the agreed activities, the work of law enforcement bodies of the region ultimately aimed at combating crime and corruption, and therefore failed to provide a stable criminal situation, and for certain types of crimes - their substantial reduction. So, it was during the second half of 2016 managed to slow the growth dynamics of crime (from 39.4% as at 01.07.2016 to 11.4%, as of 01.01.2017), including criminal offences against property ( from 55.3% to 31.3%), of them them are: theft ( from 65.1% to 40.5%), apartments ( from 48.3% to 37%), robbery ( from 76.9 % to 65.6%), robberies ( from 70,6% to 13%), extortion (with 50% to 62.5%). Also decreased the growth rate of crimes against traffic safety and transport operation (from 43.2% to 12.6%), including road traffic accidents (from 64% to 4.8%); criminal offences against the environment (from 80.8 % to 25%). Similar groups have been established and heads of local prosecution offices. In addition, a permanent interdepartmental working group on combating illicit trafficking of excisable goods in the territory of the region. The objective of each group is the provision of a prompt, full and impartial disclosure and investigation of crimes of certain categories, including past years, providing practical and technical assistance for investigators and operative workers in solving crimes and wanted persons who committed them. In addition, the activities created groups aimed at countering the most common region types of criminal offences, in particular on the facts of illegal extraction of amber, the relevant departments of various law enforcement agencies. The result of the work of such groups and effect timely coordination of actions of law enforcement agencies, governments and Patriotic public organizations is the prevention of the facts of mass illegal production of amber in the forests of Polesie districts, which took place in September-October 2015. Procedure managers provided the leadership of the investigative units of law enforcement agencies to the court of 12 criminal proceedings indictments against 27 individuals for crimes, floor’connected with illegal extraction of amber, which is condemned. During a pretrial investigation were seized and recognized as evidence of 40 units of transport, 29 water pumps and over 90 kg of amber. By results of checks in this sphere, bodies of Prosecutor's office initiated 22 criminal proceedings made 184 documents response to the charges brought against 126 of the officials dismissed by the Prosecutor illegally detained persons. 20 furthermore, in response to violations of the rights of minors on these issues made by prosecutors 19 indications, charges were brought against 11 officials.
