Ternopil as it is not considered to be a problematic region for environmental safety. As a rule, our region is included into two-the top three rankings in Ukraine on this indicator. However, in our region there are some problematic points that we should not close our eyes, because the reckoning will come very quickly. One of such problems is a progressive oligohydramnios, which literally dries our region. Many villages, especially in southern districts, already faced with the problem of obtaining water, and in some localities the water last year has become only imported. According to the head of the Department of environment and natural resources regional state administration Orest Galewicz and Deputy head of this Department Alexander Panchuk, the problem of water shortage is very acute and requires immediate steps for the solution. Orestes Galewicz: — In the last three years there is a period of low and this is evident even visually, because of the Ternopil regional state administration one of the priorities for its activities determined the conservation of water resources, their rational use and improvement of their condition. Now in the Ternopil region, there are 1400 rivers total length of over 6000 km, and 26 reservoirs with a total area of 3.5 thousand hectares and 886 ponds with the area of 5.6 thousand hectares. unfortunately, recently there has been considerable silting up of many rivers and ponds and some small rivers and streams are generally dry. And, sadly to say, we can't intervene in these phenomena, because the human impact on the environment have led to climate change, including to uneven rainfall. Until recently, such phenomena have not been observed, the earth's subsurface, groundwater and surface water is replenished much more evenly. Now, frequent disasters three months of drought, and then a hurricane with lots of rain. The water is not retained, and transit passes into the Dniester and the Dnieper, and then to the sea. And in our lands oligohydramnios as it was, and still is. It got to the point that it is made up of the aquifers, a decrease in their debit and, unfortunately, the hydrological forecasts is disappointing, so in the near future stabilization of the situation is not expected. Fortunately, this year was more or less snowy winter, so there's at least the saturation of the upper horizons, but strategically, this situation will not change, and, again, projections for further developments yet disappointing. Orestes Galewicz. — Natural phenomena cannot be influenced, but we though a little to improve the situation? Orestes Galewicz: — We as a matter of priority put the rational use of what we have left, as well as measures Sahalinenergo plan (forest plantations, the creation of hydroaccumulating ponds in dry meadows, and restoration of wetlands). Great attention and clearing the riverbeds, which also gives a significant effect. I would like to note the strategic line of the state administration and, in particular, our control for repair and construction gidroochistki structures. It so happened that almost all toocan construction in our area built during the Soviet era and for several decades it was exploited as a hit. Technical resource of these structures has long expired, and the funding of remediation to achieve was unreal. And statistically, the overall situation was far from critical, because most of the drains in the area produces Ternopil, the regional center sewage treatment plant worked without any problems, and therefore the overall situation in the field statistically was good. But if differentiated approach to other settlements of the region, we see a terrible picture when the mud simply flows in rivers and, with few exceptions, purification was undertaken. Such situation forced us to use a more unconventional method we forced the companies that carry out greatest runoff, to develop a schedule of bringing hydro- treatment facilities in proper condition and ensure cleanup mode. And it worked, because the failure of these graphs led to the automatic renewal of permits for water use. And the unauthorized diversion of water, in turn, led to huge penalties. So for a few years, there has been almost 100% cover projects of construction of new and renovation of existing Sewerage pumping stations the entire area. And the next step was the construction of pumping stations. Fortunately, in this respect, we were supported by the Chairman of regional state administration Stepan Barna. He has repeatedly stated that the construction of sewage treatment facilities should be a priority in our region and the head region is doing much in this direction. — How many sewage plants have been built or renovated recently? Alexander Panchuk: — I Note that the discharges utilities account for about 80% of all pollution of water resources, so the repair and construction of gidroochistki structures is a priority. So, in 2015 thanks to the development of design and estimate documentation built six sewage treatment plants in the district centers, towns and urban villages, where centralized water supply. Last year we added five more such facilities. That is, for two year introduced in operation 11 wastewater treatment plants, whereas for the previous two decades, no such facility is not built, not repaired. Eleven new facilities, according to our calculations allowed for a day to clean 2800 cubic meters of wastewater that are discharged without treatment into surface waters. If the region is now more than 30 such facilities, 11 — a third of the total. And it's made in two years! I note that this year the competition objects to be financed from the state Fund of regional development, filed 18 such structures. That is, we can hope that this year will restore several cleaning stations. If you take into account that by 2015 on the whole area on a more or less satisfactory only worked five treatment facilities, it is clear that we have a short time left on very high. Orestes Galewicz: — I would have noted the fact that the position of the local authorities for cleaning up water resources in recent years, much has changed. Now everyone understood the importance of this issue and have been trying to look for sources of funding for such projects. Most of the heads of the local communities are set up and are interested in the near future to solve this problem, and if the situation will change at a pace that I think that by the end of 2020 we will be able to clean the rivers and water reservoirs in the region, and the current mess will be behind us.
