According to the information of inspection of Gosenergonadzor in the Vinnytsia region, a significant part of the air distribution grid electricity transmission organizations is in the forest zone, in the parks. Trees and shrubs that grow in close proximity to the wires of overhead lines, may cause the spread of forest fires from short circuits, the emergence of technological violations in operation of power facilities and, as a consequence, to the de-energization of settlements or individual houses. To prevent this is clearing trails and felling trees in the protected zones of overhead power lines (VL). To conduct such work is systematic – in the winter it runs on those areas where summer clearing is difficult or impossible ? on wetlands, areas flooded, the land of the population, which are reserved for gardens. It should be noted that the clearing overhead lines – one of the most effective interventions for the prevention of technological violations related to termination of power supply, especially on the eve of the most important in the work of power engineers of the autumn-winter period. Because at this time electricity load reaches a maximum. The main reason of technological violations in work of electrical distribution networks is falling trees from the forest on wires and supports. The effectiveness of electrophoretically organizations this work by the state energy supervision has always paid special attention. Analysis of sufficiency of measures on clearing of overhead lines is always on time surveys electricity transmission organizations. On execution of the order of Ministry of Ukraine dated 15.01.2016 No. 96/3-32-13 State-power company increased control over the volume and quality of clearing overhead lines with voltage of 0.4-110 kV. 2016 inspection of Gosenergonadzor in the Vinnitsa region were checked all the structural units of PJSC "Vinnytsyaoblenergo" regarding the completeness and quality of activities on clearing of routes of overhead transmission power lines. In 2016, the 1017 tested on overhead power transmission lines (1104,72 km.) on which personnel electricity transmission organization conducted the clearance. The results of these inspections revealed 1740 violations of requirements of normative-technical documents and issued 6 instructions to the leadership of PJSC "Vinnytsyaoblenergo" for their elimination, which today is made. The greatest attention was paid to the conformity of the dynamics of the clearing overhead lines prior to the scheduled quantities. So, for the above period Inspection identified the following violations: • the relatively poor performance of works on clearing of glades of VL – 269 violations on transmission lines with a length of 8.22 km; • other violations of the clearance of routes associated with the technical condition of overhead lines – 1471 fact (the most typical violations are: emergency condition and excessive slope supports VL, and the absence or breakage of the ground slopes at the supports; the lack of labels and safety signs on poles overhead lines). According to surveys conducted by the Inspectorate of state energy supervision in the Vinnytsia region, it was found that the structural units of PJSC "Vinnitsaoblenergo" in 2016, was scheduled to clear 4210,8 km overhead lines of all voltage classes, and in fact cleared 5400 km of overhead lines of all voltage classes, held in the forests, forest areas and green areas of settlements (exceeding by 28.2% (1189 km)). It should be understood that each of these miles worth the hard work of employees of the electricity transmission organizations. The aim of this work is to increase the reliability of power supply of Vinnytsia region and population. In General it should be noted that the intensity of clearing the structural units of Vinnytsyaoblenergo overhead lines, compared to the corresponding period last year, increased significantly. As statistics report the amount of clearance overhead lines in the current year exceeds the volume of the corresponding period of last year in 1,5 times. As practice shows, the greatest number of outages VL occurs through contact of the wires with branches of trees in the immediate vicinity of the line. Reducing the number of outages of transformer substations and power lines of 35-110 kV in 2016 and the first quarter of the current year clearly demonstrates the completeness and quality of work on clearing the trails, including those conducted on the implementation of the requirements of the state energy supervision. Increase the efficiency and effectiveness of the clearing overhead lines will ultimately improve the reliability of equipment operation, to prevent potential process failures and to ensure uninterrupted power supply of consumers, that they will be very grateful to the energy sector, especially in the winter.
